RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
AUTHORIZING THE CITY MANAGER TO EXECUTE THE FIRST
AMENDMENT TO THE CONSULTING SERVICES AGREEMENT WITH
TOWNSEND PUBLIC AFFAIRS, INC., IN A FORM APPROVED BY THE
CITY ATTORNEY, TO INCREASE THE AGREEMENT AMOUNT BY
$96,000, FOR A TOTAL NOT-TO-EXCEED AMOUNT OF $192,000, AND TO EXTEND THE AGREEMENT TERM TO SEPTEMBER 30, 2026, FOR
LEGISLATIVE ADVOCACY AND GRANT FUNDING RESEARCH
SERVICES
WHEREAS, the City Council of the City of Union City had expressed a desire to increase its legislative engagement efforts to protect and promote the interests of Union City's constituents; and
WHEREAS, the City Council had included funding in the FY 2025-2026 and FY 2026-2027 Biennial Operating Budget for legislative advocacy and grant funding research services, in Account No. 110-11001-54110; and
WHEREAS, on September 12, 2023, the City Council adopted Resolution No. 6200-23, authorizing the City to enter into a Consulting Services Agreement with Townsend Public Affairs, Inc. (TPA) for legislative advocacy and grant funding research services, for an established term from October 1, 2023, to September 30, 2024; and WHEREAS, on November 26, 2024, the City Council adopted Resolution No. 6394-24, authorizing a new consulting services agreement with TPA for an established term from October 1, 2024, to September 30, 2025; and
WHEREAS, TPA continued to satisfactorily provide its services under the terms and conditions of the agreement, and has been instrumental in assisting the City with strengthening its legislative advocacy and grant funding research efforts; and WHEREAS, the First Amendment to the consulting services agreement with TPA is provided to continue legislative advocacy and grant writing services for another year.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City does hereby authorize the City Manager to execute the First Amendment to the Agreement with Townsend Public Affairs, Inc., to increase the agreement amount by $96,000, for a total not-to-exceed amount of $192,000, and to extend the agreement term to September 30, 2026, for legislative advocacy and grant writing services.
