RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY APPROVING THE 2024-2025 COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) CONSOLIDATED ANNUAL PERFORMANCE AND
EVALUATION REPORT (CAPER) AND AUTHORIZING THE CITY
MANAGER TO SUBMIT THE 2024-2025 CDBG CAPER TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, the City receives Community Development Block Grant (“CDBG”) funding on an annual basis from the U.S. Department of Housing and Urban Development (“HUD”) and the City receives HOME Investment Partnership Program (“HOME”) funds annually through participation in the Alameda County HOME Consortium; and WHEREAS, as part of the requirements to receive this funding, the City must prepare and submit a Consolidated Annual Performance and Evaluation Report (“CAPER”) to HUD every year; and
WHEREAS, the CAPER describes how CDBG and HOME-funded activities addressed the City’s housing and community development needs and compares its accomplishments to the goals set by the City in the FY 2024-2025 Annual Action Plan.
The CAPER also provides a comprehensive accounting of all CDBG and HOME funds allocated and expended during FY 2024-2025; and
WHEREAS, in FY 24-25, the City spent a total of $528,272 in CDBG funding; and WHEREAS, the City supplemented CDBG funds by spending $248,606.80 in General Fund dollars to support public service programs; and WHEREAS, in FY 24-25, the City used CDBG, HOME, and General Fund dollars to support public services programs, a microenterprise assistance program, two capital improvement projects, and a housing rehabilitation program. The City also used CDBG funds for program administration.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Union City does hereby approve the 2024-2025 CAPER, attached hereto as Exhibit A, which is incorporated herein by reference; and
BE IT FURTHER RESOLVED that the City Council of the City of Union City does hereby authorize the City Manager, or their designee, to submit the CAPER to HUD.
