SUBJECT: Adopt a Resolution Reappointing Subru Bhat to the Alameda County Mosquito Abatement District Board of Trustees for a Four-Year Term Expiring December 31, 2029
EXECUTIVE SUMMARY
Staff has prepared a draft resolution reappointing Subru Bhat to the Alameda County Mosquito Abatement District Board of Trustees.
STRATEGIC PLAN ALIGNMENT
There is no alignment with the Strategic Plan.
BACKGROUND
The Alameda County Mosquito Abatement District ("District") is governed by a Board of Trustees ("Board") consisting of fourteen members. The Mayor, with the concurrence of the City Council, appoints one trustee for thirteen of the incorporated cities within the in the District, and the Board of Supervisors of Alameda County appoints one trustee representing the County-at-large. The City of Albany is not a part of the District. Each trustee serves a two-year or a four-year term.
The Board determines the general policies to be followed, employs the District manager, approves the annual budget, and controls the expenditures. Each fiscal year, the Board determines the rates of the special tax and benefit assessment that will be levied upon property owners. Funds are held in a trust fund by the County Treasurer and paid out on warrants approved by the Board and authorized by the County Auditor.

DISCUSSION
With the City Council’s concurrence, Mayor Singh is recommending the reappointment of Mr. Subru Bhat to continue representing Union City on the Alameda County Mosquito Abatement District Board of Trustees.
Mr. Bhat was first appointed by then-Mayor Carol Dutra-Vernaci on December 18, 2017, for a two-year term expiring January 1, 2020. He was subsequently reappointed to a fouryear term expiring January 1, 2024. In December 2023, Mr. Bhat was appointed to an additional two-year term expiring January 1, 2026.
The District has now requested that Union City’s appointee be reappointed for a full fouryear term beginning January 1, 2026, and ending December 31, 2029, consistent with the District’s current governance structure. Mr. Bhat has expressed his willingness to continue serving in this capacity.
FISCAL IMPACT
There is no fiscal impact to the General Fund.
RECOMMENDATION
For the City Council’s consideration, staff has prepared a resolution appointing Subru Bhat to the Alameda County Mosquito Abatement District Board of Trustees for a fouryear term commencing January 1, 2026, and expiring December 31, 2029.
