City Council Staff Report Page 1 of 2 October 28, 2025
Agenda Item No. 3.4
DATE: October 28, 2025
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Approving Final Parcel Map 11409 for Hassett Living Trust

EXECUTIVE SUMMARY
Staff recommends that the City Council approve Final Parcel Map 11409 (PM 11409) to subdivide a single residential parcel into two residential parcels.

STRATEGIC PLAN ALIGNMENT
This agenda item is most closely aligned with the following:

Goal C, Strategy 5: Promote housing development for all income levels in the community by updating the zoning ordinance to include objective standards to streamline development and facilitate the development of affordable housing.

Goal C, Strategy 8: Prioritize and expedite major land use applications.

BACKGROUND
At its meeting of January 16, 2025, the Planning Commission approved Tentative Parcel Map 11409 (TPM 11409) to subdivide a 15,000-square-foot parcel into two residential lots, consisting of one 8,250-square-foot lot and a 6,750-square-foot lot.

There are two single-family homes located on the existing 15,000-square-foot lot. The existing house at 4489 Horner Street will be on Parcel 1, which is the larger of the two lots. The existing house on 4477 Horner Street will be on Parcel 2, which is the smaller of the two proposed lots.

A copy of the Final Parcel Map (PM 11409) is attached as Exhibit A.

DISCUSSION
To facilitate future potential residential development, including accessory dwelling units, the applicant has added a 20-foot-wide access easement to the proposed lots. The easement includes a Private Access and Utilities Easement (PAUE) and a Private Storm Drain Easement (PSDE) to serve possible future residences for ingress, egress, and Agenda Item No. 3.4

parking. The easement must be kept open and free of any structures, including any fences or walls, as noted under the Owner’s Statement.

The front 53 feet of the private access easement also serves as an Emergency Vehicle Access Easement (EVAE) required by the Alameda County Fire Department to provide emergency vehicles with adequate access to future units in the rear of the proposed parcels.

The approval of the Tentative Parcel Map 11409 (TPM 11409) also included several other conditions that must be complied with by the owners of the two lots being created.

The developer has presented Final Parcel Map 11409 (PM 11409), which is in substantial compliance with the Tentative Parcel Map 11409 (TPM 11409).

FISCAL IMPACT
There is no direct fiscal impact of this item as the subdivider is responsible for paying all costs associated with the preparation of the Final Parcel Map, including the Final Parcel Map Filing Fee in the amount of $7,168, to the Public Works Department prior to City staff signing the Final Parcel Map.

No improvements to the site are proposed at this time as part of this subdivision.

RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution, which will accomplish the following:

1. Approve Final Parcel Map 11409 (PM 11409) to subdivide a single residential lot into two residential lots.

2. Direct the execution and filing of PM 11409 with the County Recorder’s Office.
