1. CALL TO ORDER
Mayor Singh called the meeting to order at 6:00 PM.

3. ORAL COMMUNICATIONS - Comments Limited to Items on the Special Meeting Agenda Mayor Singh opened Oral Communications. There being no speakers, Mayor Singh closed Oral Communications.
4. PROCLAMATIONS AND PRESENTATIONS
4.1. Proclamations Recognizing Participating Businesses in Manufacturing Day 2025
Mayor Singh read aloud the proclamations. Economic Community Development Coordinator Wellington and Economic Community Development Manager Ortega provided a brief presentation to the Council. James Logan High School Principal Ron Polk, along with students from the school, offered brief comments. The proclamations were then presented to representatives from FANUC America, GSM Precision Manufacturing, Mizuho OSI, and Outform.
4.2. Proclamation Recognizing November 2025 as National Native American History Month
Mayor Singh read aloud the proclamation and presented it to the representative of the Muwekma Ohlone Tribe of the San Francisco Bay Area, Anthony Acosta, who later provided brief comments.

4.3. Proclamation Recognizing November 2025 as Sikh Awareness and Appreciation Month
Mayor Singh read aloud the proclamation and presented it to Raja Sweets & Catering CEO and President Makhan Bains, Dr. Rakesh Sandhu, Human Relations Alternate Commissioner Bajwa, and Jinder Singh. Alternate Commissioner Bajwa and Dr. Sandhu later provided brief comments.
4.4. Proclamation In Recognition of Sergeant Humberto Rodriguez, Officer Jonathan Vasquez, Officer Madison Geldermann, Officer Andrew Moya, and Officer Kyle Scarbrough’s Extraordinary Lifesaving Efforts in Preserving and Prolonging the Life of a Shooting Victim Who Suffered a LifeThreatening Gunshot Wound Mayor Singh read aloud the proclamation and presented it to Officers Andrew Moya and Kyle Scarbrough. Officer Scarbrough later provided brief comments afterwards.
4.5. Proclamation Honoring Officer Noah Stewart for Heroic Life-Saving Actions Mayor Singh read aloud the proclamation and presented it to Officer Noah Stewart, who later provided brief comments afterwards.
4.6. Proclamation Honoring Officer Andrew Moya for Heroic Life-Saving Actions Mayor Singh read aloud the proclamation and presented it to Officer Andrew Moya, who later provided brief comments afterwards.
5. ADJOURNMENT
Mayor Singh adjourned the meeting at 6:52 PM.
