Through a lengthy City Council discussion, the Council directed staff on the following:
1. Pursue the renewal of the Utility Users Tax (UUT) for the November 2026 ballot and have the Ad Hoc Subcommittee work with consultants on the preparation of a community survey.
2. Target the update for the Landscape and Lighting District (LLAD) in 2027 but start the analysis and engineer’s report in mid-2026 so the City Council can move quickly in 2027 with the formal process to amend the LLAD.
3. Conduct research on a potential vacant property tax, with the understanding that this would be considered by the City Council for a future election cycle. This would allow the current litigation in San Francisco to be resolved first.
4. Bring back to the City Council a more detailed report on the cannabis sales tax, including statewide trends and local industry impacts, before there is consideration of a sales tax increase from four percent to six percent.
