Desk Item, No. 4.2.1
DATE: OCTOBER 16, 2025
TO: PLANNING COMMISSION
FROM: CARMELA CAMPBELL, ECONOMIC AND COMMUNITY

DEVELOPMENT DIRECTOR
SUBJECT: USE PERMIT (UP-25-001), SITE DEVELOPMENT REVIEW (SD-25-001) Staff received questions/comments from Planning Commissioner, Jo Ann Lew, regarding the project. The following are the questions received and staff responses (in red italics).

Staff also received two written comment letters from Mr. Eugene Ho, a nearby resident. In his first letter, Mr. Ho requested project drawings or visual simulations and clarification regarding the proposed use, and expressed concerns related to traffic and hours of operation. In his second letter, Mr. Ho raised additional concerns regarding potential view impacts. In response, staff referred Mr. Ho to the October 16, 2025, Planning Commission agenda packet, which includes the relevant project plans and visual materials.

Commissioner Lew Comments

1. The staff report indicates on page 1 that a portion of the new wireless facility will be constructed “on the roof of an existing, one-story, 20374 square-foot building.” This building was approved by the City in 1973 via Use Permit UP-16-73. Can the roof and the foundation of this building support the additional weight of the proposed wireless facility? Please clarify.

The applicant has advised in response to the comment that AT&T has completed a roof mapping on the structural integrity of the existing roof, and that the preliminary findings indicate the roof and foundation of the building can support the additional loading; however, there will be some structural upgrades to the existing building, i.e., additional support beams etc., which is very common and standard practice when wireless carriers install equipment on existing buildings.

The majority of the heavy equipment will be installed on the ground, and within the AT&T ground space lease area and not on the roof.
