• Based on 2022 PMP, City’s PCI
is projected to decline 5 points
from 69 to approximately 64
over the 2023–2027 period.
• Projections assume current
average funding levels.
• Decline is driven by deferred
maintenance and insufficient
funding.
• Completed Recent Projects
(UCB, Dyer, and Decoto) 2025 PCI = 70

MAINTAIN CURRENT BUDGET LEVELS
Need Robust Pavement Maintenance Investment
8 Annual Citywide Pavement Rehab Project
5-YEAR PCI FUNDING SCENARIOS
• (S1) System Needs – Full Funding: PCI
rises to 81; best condition, lowest lifecycle
cost.
• (S2) Moderate Investment: PCI
improves to 74; steady progress and
balanced upkeep.
• (S3) Maintain PCI 69: Holds steady;
defers major repairs, rising future costs.
• (S4) Current Budget: PCI drops to 64;
underfunded, growing backlog.
• (S5) Zero Budget: PCI falls to 61; severe
decline and costly future reconstruction.
→ Strong, proactive investment (S1–S2)
is essential to prevent decline and
minimize long-term costs.
