City Council Staff Report Page 2 of 3 December 9, 2025 3 0 The following CIP projects are either due to begin construction or due to be sent out to bid soon:
• City Hall Server Room Secondary Battery Backup
• Holly Center Modernization
• Kennedy Park Improvements, Phase I

Additionally, the inspection staff members oversee all the encroachment permit work done in the City. The City requires utility companies and development contractors who construct utility, traffic signal, roadway, or sidewalk improvements within the City’s public rights-of-way to get an encroachment permit to ensure that proposed improvements meet the City’s design criteria and standards. Over the past four fiscal years, the City has issued approximately 1,662 encroachment permits totaling over $2,182,000 in revenue.
The significant amount of revenue generated by encroachment permits is deposited into the General Fund.
On June 1, 2023, the City entered into a Consulting Services Agreement with Park Engineering, Inc. (C5997), in the amount of $74,000, to provide assistance with public works inspections.
Due to an unforeseen increase in workload, staff requested additional funds for inspection support, and, on September 26, 2023, the City Council adopted Resolution No. 6205-23, approving the First Amendment to the Consulting Services Agreement with Park Engineering, Inc., in the amount of $100,000, for a total not-to-exceed contract amount of $174,000.
On December 12, 2023, the City Council adopted Resolution No. 6236-23, approving the Second Amendment to the Consulting Services Agreement with Park Engineering, Inc., in the amount of $100,000, for a total not-to-exceed contract amount of $274,000, for continued inspection support during staffing shortages.
On February 25, 2025, the City Council adopted Resolution No. 2025-026, approving the Third Amendment to the Consulting Services Agreement with Park Engineering, Inc., in the amount of $100,000, for a total not-to-exceed contract amount of $374,000, for continued inspection support for ongoing staffing shortages.
On May 28, 2025, the City executed a Fourth Amendment to the Consulting Services Agreement with Consor PMCM, Inc., documenting the consultant’s name change from Park Engineering, Inc., to Consor PMCM, Inc.
DISCUSSION
The Public Works Department continues to see a significant increase in workload as projects that were previously stalled due to the worldwide pandemic are now moving forward. In addition, there is a vacant Public Works Inspector position. These two factors of increased workload and limited staffing require additional support from contract inspectors to meet the inspection demands. With the approval of this Fifth Amendment to the Consulting Services Agreement with Consor PMCM, Inc., in the amount of $150,000, the City will be able to continue to provide timely inspection services.
Agenda Item No. 3.11
City Council Staff Report Page 3 of 3 December 9, 2025 3 0 Staff continues to be satisfied with the performance of Consor PMCM, Inc., and considers their role essential to maintain the level of service that the Engineering Division needs to provide until the Public Works inspection staff is at a level that can fully handle the inspection demands of increasing development and growth within the City.
FISCAL IMPACT
The total cost of the Fifth Amendment to the Consulting Services Agreement with Consor PMCM, Inc. is $150,000 and will be funded with $51,000 of Measure BB (2014) funds (Account Number 26433004-54110), $88,000 of Gas Tax funds (Account Number 25033004-54110), and $11,000 of Measure BB Bike & Pedestrian funds (Account Number 26733004-54110).
RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to execute the Fifth Amendment to the Consulting Services Agreement with Consor PMCM, Inc., in the amount of $150,000, for a total not-to-exceed contract amount of $524,000, for Inspection Services.
