Staff Report
Agenda Item No. 3.4
DATE: December 9, 2025
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution to Confirm Council Assignments to Various Boards, Commissions, and Subcommittees for Calendar Year 2026

EXECUTIVE SUMMARY
Through the adoption of a resolution, this item approves the Mayor’s assignments to various regional boards, commissions, and internal subcommittees for Calendar Year 2026. These assignments mirror most of 2025 roster with minor adjustments proposed for 2026. The resolution adopts the updated list for administrative clarity and ensures seamless coordination with partner agencies.

STRATEGIC PLAN ALIGNMENT
This action supports Strategic Plan Goal E: Communication and Outreach, by strengthening the City’s engagement with regional bodies and enhancing representation on interagency committees.

BACKGROUND
The City Council participates in a series of regional boards, commissions, and internal committees that require annual confirmation of assigned representatives. Government Code section 40605 provides that the Mayor makes appointments with approval of th City Council. These assignments support the City’s strategic and legislative workstreams, reinforce Union City’s voice in regional decision-making, and ensure continuity of representation.

Some external agencies directly appoint their members—such as the Bay Area Air Quality Management District (BAAQMD), San Francisco Bay Conservation and Development Commission (BCDC), and certain Alameda County Transportation Commission (ACTC) committees. These organizations maintain sole authority over their appointments, and as a result, those seats remain unchanged and are not subject to City Council reassignment.

For 2026, staff has compiled the assignment roster shown in Exhibit A of the resolution.

The roster maintains most of the 2025 assignments with a few exceptions as outlined in the Discussion Section of this report.

Mayor Singh provided minor adjustments to the proposed 2026 assignments to align representation with current Councilmember roles and operational needs. The following updates have been made:
• Councilmember Nishihira will serve as the primary representative to both the Alameda County Waste Management Authority (ACWMA) and the ACWMA Programs & Administration Committee.
• Councilmember Wang will serve as the alternate for both ACWMA bodies. • Councilmember Wang has also replaced Councilmember Scott Sakakihara on the City of Union City Finance Committee, and Exhibit A reflects this adjustment.

These refinements have been incorporated into Exhibit A of the accompanying resolution.

No other changes were made to the 2026 assignment roster.

FISCAL IMPACT
There is no fiscal impact associated with confirming the 2026 Council assignments.

RECOMMENDATION
Staff recommends that the City Council adopt the resolution confirming the appointments.
