RESOLUTION NO. 2025-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY APPROVING THE EMERGENCY OPERATIONS PLAN (EOP) – 2025
REVISION
WHEREAS, the City of Union City is committed to maintaining an Emergency Operations Plan consistent with the California Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS); and WHEREAS, the City’s previous Comprehensive Emergency Management Plan (CEMP) is outdated and an update to the Emergency Operations Plan (EOP) has been prepared as a comprehensive all-hazards revision superseding all previous versions; and WHEREAS, the purpose of the 2025 EOP is to provide the planning basis for a coordinated response to extraordinary emergency situations associated with natural and human-caused emergencies or disasters within or affecting the City; and WHEREAS, the 2025 EOP is the principal guide for the City’s response to, management of, and recovery from real or potential emergencies and disasters occurring within its designated geographic boundaries; and
WHEREAS, the 2025 EOP establishes emergency roles and responsibilities, activation levels for the Emergency Operations Center, and procedures for public warning, mass care and sheltering, resource management, and recovery; and WHEREAS, adoption of the 2025 EOP supports interoperability and compliance with Alameda County Operational Area emergency management practices; and WHEREAS, the City’s EOP will be maintained as a living document, be reviewed and tested periodically and revised as necessary, to meet changing conditions such as lessons learned from an actual disaster or emergency; and/or changes in State/Federal guidance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Union City does hereby:
1. Approve the City of Union City Emergency Operations Plan (EOP), including the Base Plan and Functional Annex, as outlined in Exhibit A and Exhibit B attached hereto and incorporated by reference;
2. Affirm alignment of the City of Union City EOP with the Alameda County Operational Area Emergency Operations Plan; and
3. Authorize the City Manager, as the Director of Emergency Services, to implement the City of Union City EOP and make administrative updates as needed.
