RESOLUTION NO. 2025-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONSULTING
SERVICES AGREEMENT WITH WORKFORCE INTEGRITY AND
TRAINING SOLUTIONS (WITS), FOR AN AMOUNT NOT TO EXCEED
$100,000, THROUGH JUNE 30, 2027, TO SUPPORT THE COMPLIANCE
AND COORDINATION OF THE COMMUNITY WORKFORCE
AGREEMENT (CWA)
WHEREAS, the City Council places a high priority on the use of skilled labor that will result in quality construction outcomes for City projects, as well as support programs for the recruitment, training, and employment of local area residents; and WHEREAS, because of this priority, the City Council approved Resolution No. 2025-120, authorizing the City Manager to enter into a Community Workforce Agreement (“CWA”) with the Building and Construction Trades Council of Alameda County; and
WHEREAS, to ensure the proper administration and oversight of the CWA, the City sought the professional services of Workforce Integrity and Training Solutions (“WITS”); and
WHEREAS, WITS will provide evaluation/recommendations on bid documents to ensure compliance with the CWA, and will also aid in the evaluation of solicitations, labor relations, workforce development, supportive services, and all other CWA requests as needed.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby approves and authorizes the City Manager to enter into a consulting services agreement with Workforce Integrity and Training Solutions (WITS), in a form approved by the City Attorney, for an amount not-to-exceed $100,000, through June 30, 2027, to support the compliance and coordination of the Community Workforce Agreement (CWA).
BE IT FURTHER RESOLVED that funding for this agreement was included in the FY 2025-2026 and FY 2026-2027 Adopted Biennial Budget in Account Number 11033001-54110 (General Fund - Public Works/Administration - Professional/ Consulting).
