STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:
Goal D, Environmental Sustainability and Infrastructure - Create a healthy, sustainable community and maintain and improve the City’s infrastructure.
BACKGROUND
On December 14, 2018, the California Air Resources Board (CARB) implemented the Innovative Clean Transit (ICT) regulation, requiring all transit agencies to transition their bus fleets to zero-emission technologies gradually. In accordance with this regulation, Union City Transit is required to have twenty-five percent (25%) of its fixed-route bus procurements to be zero-emission by 2026.
Agenda Item No. 4.7
City Council Staff Report Page 2 of 4 December 16, 2025 On February 25, 2020, the City Council adopted Resolution No. 5568-20 to support efforts to secure additional funding opportunities by committing to convert the Union City Transit fixed-route fleet to zero-emission vehicles.
Following this commitment, the City of Union City and Union City Transit have been coordinating with the Metropolitan Transportation Commission (MTC), CARB, the Alameda County Transportation Commission (Alameda CTC), and the Federal Transit Administration (FTA) on the funding opportunities to convert the City’s Compressed Natural Gas (CNG) fixed-route buses to battery electric buses (BEB). Union City Transit staff secured FTA Section 5307 formula funding for fixed-route BEB.
On March 26, 2019, the City Council adopted Resolution No. 5456-19, authorizing the execution of the certification and assurances and authorized agent forms for the Low Carbon Transit Operations Program (LCTOP) for the following project: Electric Vehicle Charging Infrastructure for the Union City Transit Fleet in the amount of $163,805.

On November 4, 2025, the City Council adopted Resolution No. 2025-148, authorizing the City Manager to execute the Second Amendment to the Agreement with Gillig, LLC, reducing the number of battery-electric thirty-five-foot (35’) heavy-duty fixed-route transit vehicles (buses) (BEBs) to be purchased from fourteen (14) to eight (8), in a form approved by the City Attorney.
The eight (8) BEBs are scheduled for delivery to Union City Transit by the end of December 2025.
DISCUSSION
Group 4 has been working with Union City Transit and Public Works staff on the design of the BEB charging infrastructure as part of the reconfiguration and improvements of the Corporation Yard. The City has also entered into an agreement with PG&E as part of their Electric Vehicle Fleet (EV Fleet) Program to design and construct the supply system, referred to as “To The Meter” (TTM) infrastructure, which includes the transformer, associated substructures, cables, and conduits necessary to deliver the necessary power to the meter. The City is responsible for designing and constructing the distribution system, referred to as “Behind The Meter” (BTM) infrastructure, which includes cables, conductors, transformers, switchboards, and associated substructures from the meter to the equipment used to charge BEBs.
The purchase of the ABB 150 kW EVSEs needs to be initiated now due to its long lead time, which could significantly impact the project schedule if delayed. The current lead time for the ABB 150 kW EVSEs can range from four (4) to six (6) months. Any delay in procurement could disrupt the installation of BEB charging infrastructure, potentially postponing the fleet electrification timeline.
The purchase of the Heliox 60 kW mobile EVSEs needs to be initiated to charge the recently delivered vehicles. The current lead time for the Heliox 60 kW mobile EVSEs can range from one (1) to two (2) months. The mobile EVSEs will initially be used at the maintenance facility before being transferred to a temporary yard for the buses while construction at the Corporation Yard happens. The mobile EVSEs will be used to charge Agenda Item No. 4.7

The total procurement cost for the sixteen (16) EVSEs is $1,701,453, which includes installation components, freight, tax, and a one percent (1%) CalACT transaction fee.
The purchase of the eight (8) ABB 150 kW EVSEs, in an amount up to $1,323,992, will be funded with $1,323,992 reimbursed from the Alameda CTC PFA A25-0056 in the Capital Projects Fund (Account No. 4100092211-57130). Sufficient funds are available for this purchase, as identified in the approved Five-Year Capital Improvement Plan (CIP) for Fiscal Years 2025-2026 through Fiscal Year 2029-2030.
The purchase of the eight (8) Heliox 60 kW mobile EVSEs, in an amount up to $377,461, will be funded with $377,461 received from the State of California’s LCTOP in the Capital Projects Fund (Account No. 4100092211-57130). Sufficient funds are available for this purchase, as identified in the approved Five-Year Capital Improvement Plan (CIP) for Fiscal Years 2025-2026 through Fiscal Year 2029-2030.
There is no impact on the General Fund.
