Agenda Item No. 4.3
DATE: December 16, 2025
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Approving Amendments to the City’s Classification and Compensation Plan for Unrepresented Part-Time, Seasonal, and Temporary Employees to Implement the Increase in the California Minimum Wage, Which Goes Into Effect on January 1, 2026, in Conformance With California Code of Regulations, Title 2, Section 570.5

EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution approving amendments to the City’s Classification and Compensation Plan for unrepresented part-time, seasonal, and temporary positions not subject to the Compensation and Benefits Plan, effective December 22, 2025.

This resolution addresses the state-mandated increase in the minimum wage from $16.50 per hour to $16.90 per hour, effective January 1, 2026.

STRATEGIC PLAN ALIGNMENT
This action supports Strategy 8 of Goal B, Governance and Organization Effectiveness, by ensuring that salaries are competitive to recruit, attract, and retain talented employees.

BACKGROUND
Effective January 1, 2026, the California minimum wage will increase from $16.50 per hour to $16.90 per hour, an increase of 2.42%. However, to coincide with the beginning of the payroll period that includes January 1, 2026, the City will implement the new minimum wage effective December 22, 2025.

DISCUSSION
Effective January 1, 2026, the California minimum wage will increase from $16.50 per hour to $16.90 per hour, an increase of 2.42%. The unrepresented part-time, seasonal, and temporary positions affected by the increase in the minimum wage are: Preschool Aide, Recreation Aide, Intern, and Project Specialist.

Staff also recommends applying a similar 2.42% increase to the other unrepresented parttime, seasonal, and temporary positions to avoid compaction. These other part-time, Agenda Item No. 4.3
City Council Staff Report Page 2 of 2 December 16, 2025 seasonal, and temporary positions include: CRS Program Manager, Preschool Teacher, Program Coordinator, Recreation Leader, Seasonal Maintenance Worker, and Senior Recreation Leader. All of these part-time, seasonal, and temporary positions are at-will, non-benefited positions hired as needed to provide staffing support to the City and its programs.

Finally, staff is correcting an error in the salary range for the Retired Annuitant position, which is also an unrepresented, part-time, temporary position, but is not affected by the minimum wage increase.

FISCAL IMPACT
The funding for the minimum wage increase was anticipated and included in the adopted FY 2025-2026 budget.

RECOMMENDATION
Staff recommends that the City Council adopt a resolution approving amendments to the City’s Classification and Compensation Plan for the unrepresented part-time, seasonal, and temporary positions not subject to the Compensation and Benefits Plan, effective December 22, 2025.
