RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION
CITY APPROVING AND ADOPTING A SIDE LETTER TO THE
MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF
UNION CITY AND T H E UNION CITY POLICE MANAGEMENT
ASSOCIATION, AND A SIDE LETTER TO THE MEMORANDUM OF
UNDERSTANDING BETWEEN THE CITY OF UNION CITY AND
POLICE OFFICERS’ ASSOCIATION, FOR THE PERIOD OF
JANUARY 1, 2025 THROUGH DECEMBER 31, 2027, TO UPDATE
SECTIONS 4.00 AND 4.9 (RESPECTIVELY) REGARDING
HOLIDAYS
WHEREAS, the existing Memorandum of Understanding (Existing MOU) between the City of Union City (City) and the Police Officers’ Association (POA) and the Police Management Association (PMA) went into effect on January 1, 2025; and WHEREAS, the City Staff have entered into negotiations for a side letter to each respective Memorandum of Understanding (MOU); and
WHEREAS, pursuant to the provisions of the Meyers-Milias-Brown Act (Government Code Section 3500, et seq.) and the Union City Municipal Code, the City Manager or her designee, as authorized by the City Council, has met and conferred in good faith with representatives of both the PMA and the POA on matters related to Sections 4.00 and 4.9 Holidays, respectively.
WHEREAS, the representatives of the City and the PMA and the POA have reached a tentative agreement for a side letter to each MOU on Section 4.00 Holidays for PMA and Section 4.9 Holidays for POA, attached hereto and incorporated herein by this reference as Exhibits; and
WHEREAS, the City Council finds that the terms and conditions of the Side Letters are proper and in the best interests of the City.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby approves and adopts the Side Letters to the Memorandum of Understanding between the City of Union City and the Police Officers’ Association and the Police Management Association for the period of January 1, 2025, through December 31, 2027.
BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby authorizes the City Manager to execute the Side Letters to each of the Memoranda of Understanding on behalf of the City and to take such further actions as may be necessary to implement the Side Letters, including any essential non-substantive modifications.
