RESOLUTION NO. 2025-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY APPROVING AN AMENDMENT TO THE CITY’S CLASSIFICATION AND
COMPENSATION PLAN IN CONFORMANCE WITH CALIFORNIA CODE
OF REGULATIONS, TITLE 2, SECTION 570.5
WHEREAS, the City of Union City (the “City”) has previously adopted, and periodically amended, the City’s Classification and Compensation Plan; and WHEREAS, the City has previously approved Memorandums of Understanding with the Operating Engineers Local 3 Management Employees’ Group (“MEG”), the Operating Employees Local 3 Professional Employees’ Group (“PEG”), the Service Employees’ International Union, Local 1021 (“SEIU”), the Police Management Association (“PMA”) and the Police Officers’ Association (“POA”) (collectively, the “MOUs”); and
WHEREAS, the City has previously approved the Compensation and Benefit Plan for Unrepresented Department Heads, Unrepresented Management, Unrepresented Non-Management, and Unrepresented Police Department positions (the “Plan”); and WHEREAS, the City has previously approved Amendment No. 1 to the Employment Agreement with the Police Chief (the “Employment Agreement”); and WHEREAS, the MOUs, the Plan, and the Employment Agreement include previously approved cost-of-living adjustments to take effect on the first day of the first full pay period in 2026 (“COLAs”); and
WHEREAS, the PMA and POA MOUs also include previously approved market equity adjustments based upon established criteria to take effect on the first day of the first whole pay period in 2026 (“Equity Adjustments”); and WHEREAS, the City Council desires to amend the City’s Classification and Compensation Plan to reflect the previously approved COLAs and Equity Adjustments.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union hereby approves an amendment to the City’s Classification and Compensation Plan, attached hereto as Exhibit A and incorporated herein by reference, effective January 5, 2026.
