Staff Report
Agenda Item No. 4.6
DATE: January 13, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution of the City Council of the City of Union City Approving an Amendment to the City’s Compensation Plan and Authorizing the City Manager to Enter into a Side Letter Agreement with Operating Engineers, Local 3: Professionals’ Employee Group to Reclassify the Positions of Transit Planner Assistant and Transit Planner Associate to Transit Analyst I and II, Respectively, and Approving an Amendment to the City’s Classification and Compensation Plan and Salary Schedule in Conformance with California Code of Regulations, Title 2, Section 570.5
EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution approving the reclassification of Transit Planner Assistant and Transit Planner Associate to Transit Analyst I and Transit Analyst II, respectively, and updating the Classification and Compensation Plan to update the classifications and salary ranges for the reclassification of the Transit Planner Assistant and Transit Planner Associate to Transit Analyst I and Transit Analyst II, respectively.
STRATEGIC PLAN ALIGNMENT
This item is aligned with the following Strategic Plan goal:
Goal B: Governance and Organization Effectiveness
Strategy 1: Align the provision of critical city services and the implementation of the Strategic Plan with current staffing levels.
BACKGROUND
The City has unsuccessfully recruited for the Transit Planner positions three times. As such, staff reevaluated the positions and concluded that these recruitment efforts have not been productive because the positions do not align with industry standards in both compensation and function. Staff is recommending amendments to both job titles and job descriptions to reflect job duties better. Staff have also broadened the job description and qualifications to attract a broader range of candidates. The updated titles and job Agenda Item No. 4.6

descriptions also reflect the needs of the Union City Transit. Staff recommends reclassification for the existing classifications of Transit Planner Assistant and Transit Planner Associate to Transit Analyst I and Transit Analyst II, respectively.
DISCUSSION
The proposed reclassification and salary updates the Transit Planner Assistant and Transit Planner Associate to the Transit Analyst I and Transit Analyst II classifications, respectively, to align with the needs of the Union City Transit in the Public Works Department, to establish the necessary experience and skills expected for the role, and to support the programs and services administered in the Transit Division. These classification modifications were done in collaboration between the Human Resources Department and the Public Works Department leadership. The salaries for these positions underwent review in consideration of both the external market comparisons as well as the position’s relationship internally to the job series and division structure. The City met in good faith with Operating Engineers, Local 3: Professionals’ Employee Group (“OE3 PEG”) as required by law and has updated both the classification specifications and the salary determinations as follows:
Bargaining
Unit
Classification
Title Step 1 Step 2 Step 3 Step 4 Step 5
Professionals Transit Analyst I 8,070 8,474 8,897 9,342 9,809 Professionals Transit Analyst II 9,683 10,167 10,676 11,209 11,770 The proposed resolution authorizes the City Manager to execute a side letter with OE3 PEG to effectuate these changes.
FISCAL IMPACT
There is no fiscal impact with the recommended action, as funding for these reclassified positions was included in the FY 2025-2026 & FY 2026-2027 Adopted Biennial Budget.
RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution to approve an amendment to the City’s Compensation Plan and authorize the City Manager to execute a side letter agreement with OE3 PEG to update the positions of Transit Planner Assistant and Transit Planner Associate to Transit Analyst I and II, respectively, and approving an amendment to the City’s classification and compensation plan and salary schedule in conformance with California Code of Regulations, Title 2, Section 570.5.
