CITY OF UNION CITY

PROCLAMATION
In Recognition of Officer Andrew Moya,
2025 Union City Police Department Employee of the Year
WHEREAS, Andrew Moya began his career with the City of Union City Police Department in 2016 as a Patrol Officer and later advanced to Field Training Officer in 2019 and Police Canine Handler in 2022; and
WHEREAS, in his role as a Field Training Officer, Officer Moya mentors and evaluates newly hired officers by supervising them during real-world patrols to ensure the proper application of training, policies, and safe practices, and in his role as a Police Canine Handler, he is responsible for training, deploying, and caring for a police canine to locate dangerous suspects, track evidence, and enhance officer safety; and WHEREAS, throughout his career with the Union City Police Department, Officer Moya has received numerous compliments, awards, and accolades from Police Department supervisors and has played a key role in multiple lifesaving efforts; and WHEREAS, on June 27, 2025, Officer Moya responded with fellow officers to assist a shooting victim outside the police station who had sustained multiple gunshot wounds and serious neck injuries, and Officer Moya immediately provided emergency trauma care, triaged injuries, and applied lifesaving pressure to the victim’s neck wound, actions which Alameda County Fire Department personnel and Washington Hospital Trauma Center physicians later confirmed were instrumental in saving the victim’s life; and
WHEREAS, on July 23, 2025, Officer Moya responded to Pathfinder Academy School in Union City for a welfare check involving a juvenile on a rooftop threatening to jump, and when the juvenile dove headfirst from the roof, Officer Moya immediately positioned himself beneath the individual to absorb the impact, an act of courage that prevented severe injury or death; and
WHEREAS, Officer Moya’s actions exemplify the highest standards of professionalism, courage, dedication, and true “Service from the Heart” upheld by the Union City Police Department.

NOW, THEREFORE, I, Gary Singh, Mayor of the City of Union City, on behalf of the entire City Council, do hereby express our sincere appreciation to Officer Andrew Moya for his extraordinary bravery, lifesaving actions, and dedicated service to the City of Union City, and extend our congratulations to him on being named the 2025 Union City Police Department Employee of the Year.
