Agenda Item No. 3.10
DATE: January 27, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Approving the Union City Transit and Paratransit Title VI Program

EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution approving the Union City Transit and Paratransit Title VI Program.

STRATEGIC PLAN ALIGNMENT
Goal B (Strategy 9): Produce high-quality services to the community through a commitment to local government best practices and employee development, support, and retention.

Goal E (Strategy 9): Build strong connections with community partners, residents, and employees.

BACKGROUND
Every three (3) years, the City of Union City is required to update its Title VI Program to maintain eligibility to receive federal funding assistance from the Federal Transit Administration (FTA). Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in programs or activities that receive federal financial assistance.

On January 24, 2023, the City Council adopted Resolution No. 6069-23, approving the Union City Transit and Paratransit Title VI Program for April 1, 2023, through March 31, 2026.

DISCUSSION
The City of Union City, which operates Union City Transit and Paratransit, has prepared a Title VI Program in accordance with Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000d, et seq., and its implementing regulations, which state that no person shall be subject to discrimination based on race, color, or national origin. The program complies Agenda Item No. 3.10

with the requirements and guidelines outlined in the FTA's Circular C 4702.1B, dated October 1, 2012.

The primary focus of Title VI compliance is to inform customers of their civil rights under Title VI and to provide a process for receiving and recording valid customer complaints.

The Title VI Program must be updated every three (3) years to maintain eligibility for federal grant funding from the FTA.

FISCAL IMPACT
The costs associated with implementing the Tile VI Program are expected to be nominal and will be funded by the existing Transit and Paratransit operating budgets.

There will be no impact on the General Fund.

RECOMMENDATION
Staff recommends that the City Council adopt a resolution approving the Union City Transit and Paratransit Title VI Program.
