Agenda Item No. 3.7
DATE: January 27, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Accepting Completion of the Citywide Full Trash Capture Device Installation Project, City Project No. 25-11, and Authorizing Release of the Retention Payment to United Storm Water, Inc.

EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution accepting the Citywide Full Trash Capture Device Installation Project, City Project No. 25-11, including authorizing the release of the $7,327.20 retention payment to United Storm Water, Inc.

STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:

Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.

BACKGROUND
On April 22, 2025, the City Council adopted Resolution No. 2025-049, awarding a construction contract to United Storm Water, Inc., in the amount of $133,641, and approving a construction budget, with contingency, in the amount of $153,688, for the Citywide Full Trash Capture Device Installation Project, City Project No. 25-11. The contractor has completed the project in accordance with the project plans and specifications.

DISCUSSION
The project scope is part of the City’s compliance requirement with the State Regional Water Quality Control Board’s Municipal Regional Stormwater National Pollutant Discharge Elimination System (NPDES) Permit to implement a 100% trash reduction by installing additional Full Trash Capture Devices (FTCDs) within the public right-of-way.

A Full Trash Capture Feasibility Study completed in 2023 identified the need for 93 Agenda Item No. 3.7

additional FTCDs in the public right-of-way, in addition to 562 previously installed connector pipe screens (CPS) units, to achieve incremental progress toward full trash reduction. The study also identified 115 additional FTCDs on private property that must fully meet the trash reduction mandate. Coordination for private-side installations is being addressed separately by the Public Works Department in conjunction with the City Attorney’s Office and is outside the scope of this project.

Under this contract, 87 FTCDs were successfully installed in public rights-of-way. Of these, 80 units were connector pipe screens (CPS), and 7 units were hanging basket devices. These installations collectively provide 100% trash capture coverage for applicable public catch basins in the rights-of-way.

During construction and field verification, six locations were removed from the original 93 identified locations. These locations were determined to be either private drainage facilities, non-catch basin structures, or inlets that were already connected to pre-existing Continuous Deflective Separation (CDS) devices that provide equivalent full trash capture. As these locations already met the trash capture requirements or were outside the City’s jurisdiction, installation of the 6 FTCDs was not warranted.

United Storm Water, Inc., successfully manufactured and installed the FTCD units. The final cost for the project is $146,544, which includes savings from the 6 FTCDs eliminated from the scope and a change order to fabricate and install hanging baskets at locations where CPS installation was non-feasible. Overall, the project was completed as intended, within budget, and represents a significant step toward achieving the City’s long-term trash reduction compliance goals.

Approved Construction Budget with Contingency $153,688.00 Construction Contract Baseline Costs $114,960.00
Change Order #1 $31,584.00
Total Project Cost $146,544.00

FISCAL IMPACT
This project is funded from the FY 2023-2024 Solid Waste Street Restoration Fund (Fund 262, Account No. 262-92322-54111, per Resolution No. 2025-049) as identified in the Five-Year Capital Improvement Plan (CIP) for FY 2023-2024 through FY 2027-2028.

There were sufficient funds for the total project cost.
