Agenda Item No. 3.5
DATE: January 27, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Appointing Individuals to Serve on the Arts & Culture Commission, Economic Development Advisory Team, Human Relations Commission, Parks & Recreation Commission, Planning Commission, and Senior Citizens Commission

EXECUTIVE SUMMARY
Staff has prepared a resolution for the Mayor’s appointments, with City Council approval, to fill vacancies and scheduled term expirations on the City’s boards, commissions, and committees listed below. Consistent with Resolution No. 2025-029, the terms for these new appointments are standardized to align with the calendar year.

STRATEGIC PLAN ALIGNMENT
• Goal B – Governance and Organizational Effectiveness: Support effective governance practices by ensuring advisory bodies are properly staffed. • Goal E – Communication and Outreach: Encourage civic participation through a structured recruitment and appointment process.

BACKGROUND
A recruitment process was initiated to address scheduled term expirations and existing vacancies on City boards, commissions, and committees. City Council conducted interviews of eligible applicants during Special City Council Meetings in January 2026.

On February 25, 2025, the City Council adopted Resolution No. 2025-029 to standardize the appointment and expiration dates for new appointments to align with the calendar year. The resolution provides that new appointments commence on January 1 and expire on December 31 of the final year of the term, and that this standardization does not alter the terms of current commissioners appointed before the resolution's adoption.
