EXECUTIVE SUMMARY

STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:
Goal D, Strategy 8: Environmental Sustainability and Infrastructure – Create a healthy, sustainable community and maintain and improve the City’s infrastructure.
BACKGROUND
In late November 2025, the City’s debris collector became inoperable. Staff attempted repairs, using aftermarket parts, as the equipment's age makes it difficult to locate suitable replacement parts. Repair efforts proved unsuccessful, and the equipment was deemed irreparable.
Since November, Public Works has received numerous complaints from residents about street sweeping operations, citing that debris and leaves were not thoroughly picked up in their neighborhoods.
Agenda Item No. 3.9
City Council Staff Report Page 2 of 2 January 27, 2026
Public Works crews continue street sweeping operations with limited equipment to pick up and collect debris, foliage, and leaves, especially from the series of heavy rains, winds, and storms in late December 2025 to early January 2026.
DISCUSSION
Staff procured a quote from Municipal Maintenance Equipment for a truck-mounted debris collector on January 9, 2026, through a Sourcewell cooperative government purchasing contract. The cost of the equipment is $274,880.34. Staff recommends budgeting a 5% contingency for unforeseen expenses, bringing the total purchase amount to $288,624.36.
As this was an unanticipated expense, staff requests that the City Council authorize the appropriation of $288,624.36 from the fund balance of the Solid Waste Vehicle Impact Fund (Fund 262) as identified in the Five-Year Capital Improvement Plan for Fiscal Years 2025-2026 to 2029-2030 to fund this emergency purchase.
FISCAL IMPACT
There is a fund balance available in the Solid Waste Street Restoration Fund to cover this unanticipated expenditure of $288,624.36. These funds will be transferred from the Solid Waste Street Restoration Fund to the Fleet Replacement Fund to purchase this truckmounted debris collector.
There is no fiscal impact on the General Fund.
