Agenda Item No. 3.6
DATE: January 27, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Creating an Alternate Member Position for the Economic Development Advisory Team and Appointing Chioma Chuks-Orji to Serve as Alternate Member

EXECUTIVE SUMMARY
Staff has prepared a resolution to create one (1) Alternate Member position for the Economic Development Advisory Team (EDAT) to support continuity and meeting operations and approve the Mayor’s appointment of Chioma Chuks-Orji to that alternate position. This item implements the City Council’s policy direction under Resolution No. 2025.

STRATEGIC PLAN ALIGNMENT
• Goal B – Governance and Organizational Effectiveness: Ensure advisory bodies are properly staffed to support informed decision-making. • Goal E – Communication and Outreach: Promote civic engagement through appointments to advisory bodies.

BACKGROUND
The Economic Development Advisory Team (EDAT) advises the City Council on factors affecting businesses and the community's economic health, and meets quarterly.

EDAT’s current composition includes
• Two (2) Councilmembers, currently held by Mayor Singh and Councilmember Wang;
• One (1) Planning Commission representative, currently held by Lee Guio; • One (1) business representative, currently held by Robert Singer; • One (1) Chamber of Commerce representative; and
• Two (2) residents, with one seat currently held by Barry Ferrier.

To strengthen continuity when members are unavailable, the Mayor has recommended creating an Alternate Member position for EDAT and appointing Chioma Chuks-Orji to Agenda Item No. 3.6

serve in that alternate role.

At the January 27, 2026 meeting, the City Council is also scheduled to consider a separate resolution appointing Lee Guio as an member of EDAT. If approved, Mr. Guio would no longer serve as the Planning Commission representative to EDAT, and that representative seat would become vacant.

On February 25, 2025, the City Council adopted Resolution No. 2025-029 to standardize appointment and expiration dates for new appointments to City boards, commissions, and committees so that terms align with the calendar year

DISCUSSION
Pursuant to California Government Code § 40605, the Mayor has the authority to appoint members to boards, commissions, and committees, subject to the approval of the City Council.

This item includes two actions:

1. Create one (1) EDAT Alternate Member position; and

2. Approve the Mayor’s appointment of Chioma Chuks-Orji to serve as the Alternate Member.

Consistent with Resolution No. 2025-029, the term for this new appointment is reflected as commencing January 1, 2026, and expiring December 31, 2029.

FISCAL IMPACT
There is no fiscal impact.
