RESOLUTION NO. 2026-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
AUTHORIZING THE CITY OF UNION CITY TO PURCHASE TICKETS TO
THE NEW HAVEN SCHOOLS FOUNDATION ANNUAL FUND-RAISING
EVENT
WHEREAS, the New Haven Schools Foundation (NHSF) is a 501(c)(3) non-profit organization dedicated to supporting the students and schools of the New Haven Unified School District; and
WHEREAS, the New Haven Unified School District serves students within the City; and
WHEREAS, the City does not provide any funding or grant support to the organization; and
WHEREAS, the NHSF sponsors an annual fund-raising event, known as the Diamonds in Education Gala (the “Gala”), to provide scholarships to graduating high school students and sponsor other educational programs and activities – all of which benefit students within the City; and
WHEREAS, the scholarships and educational programs and activities for students in the City directly benefit the City by providing funding for residents to obtain higher education and resulting in a better educated student body, and by providing activities, all of which the City cannot directly provide; and
WHEREAS, Courts have liberally construed the discretion of legislative bodies to determine the existence of a public purpose: “Determination of public purpose is primarily a matter for the Legislature and will not be disturbed as long as it has a reasonable basis.” County of Alameda v. Janssen (1940) 16 Cal 2d 276, 281; and WHEREAS, the NHSF is inviting the community to support the Gala through the purchase of tickets and attendance; and
WHEREAS, support for the Gala will allow the City to demonstrate its commitment to its student-aged population.
NOW, THEREFORE, BE IT RESOLVED that the above recitals are true and incorporated herein by reference.
BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby authorizes the purchase of a table (10 tickets) for the NHSF Diamonds in Education Gala for City Councilmembers and other staff to attend, to be held at 6:00 p.m., on Saturday, February 21, 2026, at the Club at Castlewood in Pleasanton, CA.
BE IT FURTHER RESOLVED that the $2,400 cost to reserve a table for the gala would be charged to the City Manager’s Office, Travel & Training, Account No.11012001- 54310.
