RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
AUTHORIZING THE CITY MANAGER TO AWARD A CONTRACT TO
MUNICIPAL MAINTENANCE EQUIPMENT FOR THE PURCHASE OF A
TRUCK-MOUNTED DEBRIS COLLECTOR, IN THE AMOUNT OF
$274,880.34, AUTHORIZING THE TRANSFER OF $288,624.36 FROM
THE SOLID WASTE STREET RESTORATION FUND TO THE FLEET
REPLACEMENT FUND, AND AUTHORIZING THE APPROPRIATION OF
$288,624.36 FROM THE FLEET REPLACEMENT FUND TO FUND THE
PURCHASE OF A TRUCK-MOUNTED DEBRIS COLLECTOR
WHEREAS, in late November 2025, the City’s debris collector became inoperable and, after unsuccessfully attempting repairs, was deemed unrepairable; and WHEREAS, since November, the Public Works has received numerous complaints from residents about the street sweeping operations regarding concerns that the debris and leaves were not picked up thoroughly in their neighborhoods; and WHEREAS, Public Works crews continue street sweeping operations with limited equipment capability to pick up and collect the accumulation of debris, foliage, and leaves, especially from the series of heavy rains, winds, and storms in late December 2025 to early January 2026; and
WHEREAS, on January 9, 2026, through a Sourcewell cooperative government purchasing contract, the City received a quote from Municipal Maintenance Equipment for a truck-mounted debris collector, in the amount of $274,880.34; and WHEREAS, the total cost of the truck-mounted debris collector is $288,624.36, which includes the purchase price and a 5% contingency of $13,744.02 for unforeseen expenses; and
WHEREAS, as this was an unanticipated expense, staff requests that the City Council authorize the transfer of $288,624.36 from the fund balance of the Solid Waste Street Restoration Fund (Fund 262) as identified in the Five-Year Capital Improvement Plan for Fiscal Years 2025-2026 to 2029-2030 to the Fleet Replacement Fund to fund this emergency purchase.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby authorizes the City Manager to award a contract to Municipal Maintenance Equipment for the purchase of a truck-mounted debris collector in the amount of $274,880.34; and
BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby authorizes the transfer of $288,624.36 from the fund balance of the Solid Waste Street Restoration Fund (Fund 262) to the Fleet Replacement Fund (Fund 613); and BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby authorizes the appropriation of $288,624.36 from the Fleet Replacement Fund for the purchase of the truck-mounted debris collector.
