STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:

Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.

Goal D, Strategy 9 Environmental Sustainability and Infrastructure – Transition the UC Transit fleet to zero emissions.

BACKGROUND
The Bicycle & Pedestrian Master Plan (BPMP) Update 2021 identified Arizona Street as a strategic corridor for bicycle infrastructure improvements. Specifically, the entire stretch of street was identified for upgrades, striping, and signage to designate it as a safe alternative for bicyclists of all ages and abilities.

Alameda CTC administers funding programs for projects and programs that benefit the Alameda County transportation system, consisting of the 2000 Measure B, 2010 Vehicle Registration Fee (VRF), 2014 Measure BB, Congestion Management Agency Agenda Item No. 4.5
City Council Staff Report Page 2 of 3 February 10, 2026 Transportation Improvement Program (CMA-TIP), and Transportation Fund for Clean Air Programs (TFCA).

On June 13, 2025, Alameda CTC released the Call for Projects for the FY 2025-2026 Transportation Fund for Clean Air Program with approximately $789,000 for eligible capital projects and programs within Alameda County. The Call for Projects period ended on July 18, 2025.

On September 25, 2025, Alameda CTC approved Union City’s Arizona Street Bike Boulevard improvements project, in the amount of $23,000, from the FY 2025-2026 Transportation Fund for Clean Air Program.

DISCUSSION
Funding for the Arizona Street Bike Boulevard Project is identified in the Five-Year Capital Improvement Project Plan; however, the opportunity for additional funding through the TFCA Program enables enhanced project design and construction. The full project will include pavement resurfacing, striping, signage, and other enhancements (as allowed by the budget) to create a safer corridor for bicyclists.

FISCAL IMPACT
The adopted Five-Year Capital Improvement Project Plan includes $400,000 in funding for the Arizona Street Bike Boulevard project within FY 2025-2026.
