SUBJECT: Waive Further Reading and Adopt an Ordinance Amending Union City Municipal Code Section 2.21.020 “Creation – Membership” to Add a Third Alternate Commissioner to the Park and Recreation Commission
EXECUTIVE SUMMARY
Staff recommends that the City Council waive further reading and adopt the proposed ordinance amending Union City Municipal Code Section 2.21.020 to increase the number of Park and Recreation Commission alternates from two (2) to three (3). The City Council introduced the proposed ordinance at its January 27, 2026 meeting.

BACKGROUND
The Park and Recreation Commission advises the City Council on the recreational needs of Union City residents. The Commission currently includes two (2) alternate positions. At its January 27, 2026 meeting, the City Council waived full reading and introduced by title only an ordinance to add one additional alternate seat to the Commission. The City Council must now vote to adopt the ordinance.
DISCUSSION
This item is a structural update to add one additional alternate seat on the Park and Recreation Commission by amending UCMC Section 2.21.020. The ordinance is exempt from further environmental review under CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that there is no possibility the ordinance will have a significant effect on the environment.

City Council Staff Report Page 2 of 2 February 10, 2026 If the City Council adopts the ordinance, the Mayor may subsequently bring forward an appointment to fill the newly created alternate seat for City Council concurrence as part of the overall appointments process.
FISCAL IMPACT
There is no fiscal impact associated with adopting this ordinance.
RECOMMENDATION
Staff recommends that the City Council waive further reading and adopt an ordinance amending Union City Municipal Code Section 2.21.020 “Creation – Membership” to add a third alternate commissioner position to the Park and Recreation Commission.
