Agenda Item No. 4.2
DATE: February 10, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution of the City Council of Union City Appointing a Regular Member and an Alternate Member to the Park and
Recreation Commission
EXECUTIVE SUMMARY
An unscheduled vacancy occurred on the Park and Recreation Commission due to the automatic removal of a commissioner under the Union City Municipal Code for failure to satisfy mandatory training requirements. In accordance with City policy and Resolution No. 2025-029, which standardizes appointment and expiration dates for new appointments to align with the calendar year, the City Council may appoint an eligible individual to fill the unexpired term.
This report recommends that the City Council consider and approve the Mayor’s appointments of: 1) the current Alternate Commissioner Adrian Hipolito to the vacant regular seat, with the appointment commencing on the date of adoption of the resolution and expiring December 31, 2029, and 2) Inderjeet Bhambra to serve as an Alternate Member commencing on the date of adoption and expiring December 31, 2029.
STRATEGIC PLAN ALIGNMENT
The recommended actions support the City’s Strategic Plan goals by promoting effective governance and continuity of advisory bodies:
• Goal B – Governance and Organizational Effectiveness: Ensures the Parks and Recreation Commission remains fully constituted and able to carry out its advisory responsibilities in accordance with adopted policies and the Municipal Code.
• Goal E – Communication and Outreach: Supports sustained community engagement by maintaining consistent representation and participation on a key advisory commission.

BACKGROUND
On January 29, 2026, the City Clerk issued a Notice of Unscheduled Vacancy for the Park and Recreation Commission pursuant to the Municipal Code. The vacancy was noticed in accordance with applicable requirements.
Adrian Hipolito currently serves as an Alternate Member of the Park and Recreation Commission and meets all eligibility requirements for appointment as a regular member.
Promoting an existing alternate ensures continuity, preserves institutional knowledge, and minimizes disruption to commission operations.
Inderjeet Bhambra was interviewed by the City Council during the January 2026 Boards, Commissions, and Committees interview process and is eligible for appointment as an Alternate Member. Appointing a previously interviewed candidate supports efficiency and continuity in the City’s appointment process.
DISCUSSION
The proposed appointments are consistent with the City’s Boards, Commissions, and Committees appointment framework and align with Resolution No. 2025-029, adopted on February 25, 2025, which standardizes appointment start dates on the date of adoption and expiration dates on December 31 of the final year of the term for new appointments.
Pursuant to Union City Municipal Code Section 2.20.030, appointments to both regular and alternate commissioner seats are made by the Mayor, subject to confirmation by the City Council. Alternate commissioners do not automatically succeed to vacant regular seats, and vacancies, whether for regular or alternate positions, must be filled through a formal appointment by the Mayor with City Council approval.
Appointing an existing alternate to a regular seat provides operational stability and continuity for the Parks and Recreation Commission. If approved, Adrian Hipolito will serve the remainder of the standardized term expiring December 31, 2029, and Inderjeet Bhambra will serve as an Alternate Member for a term expiring December 31, 2029.
FISCAL IMPACT
There is no fiscal impact associated with the recommended actions.
