RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY ACCEPTING $23,000 FROM THE TRANSPORTATION FUND FOR
CLEAN AIR, ADMINISTERED BY THE ALAMEDA COUNTY
TRANSPORTATION COMMISSION, AMENDING THE FISCAL YEAR
2025-2026 CAPITAL PROJECTS GRANTS FUND BUDGET, AND
AUTHORIZING THE CITY MANAGER TO SIGN THE PROJECT
FUNDING AGREEMENT, IN A FORM APPROVED BY THE CITY
ATTORNEY, FOR THE ARIZONA STREET BIKE BOULEVARD
PROJECT, CITY PROJECT NO. 25-55
WHEREAS, the Alameda County Transportation Commission (“Alameda CTC”) administers funding programs for projects and programs that benefit the Alameda County transportation system, consisting of the 2000 Measure B, the 2010 Vehicle Registration Fee (“VRF”), the 2014 Measure BB, the Congestion Management Agency Transportation Improvement Program (“CMA-TIP”), and the Transportation Fund for Clean Air (“TFCA”) Programs, and such funding is collectively defined as, and shall be referenced herein, as the “Alameda CTC Administered Funds”; and
WHEREAS, the Union City Bicycle & Pedestrian Master Plan (BPMP) Update 2021 identified Arizona Street as a corridor for bicycle infrastructure improvement.
Specifically, the BPMP calls for signing and striping improvements to make the corridor a safe alternative route for bicycling for all ages and abilities.
WHEREAS, on June 13, 2025, Alameda CTC released the Call for Projects for the FY2025-26 Transportation Fund for Clean Air with approximately $789,000 for eligible capital projects and programs within Alameda County. The Call for Projects period ended on July 18, 2025.
WHEREAS, on September 25, 2025, Alameda CTC approved Union City’s Arizona Street Bike Boulevard improvements project, in the amount of $23,000, from the FY 2025- 2026 Transportation Fund for Clean Air Program; and
WHEREAS, funding for the Arizona Street Bike Boulevard Project is identified in the Five-Year Capital Improvement Project Plan; however, this opportunity for additional funding through the TFCA Program allows for increased flexibility in project design and construction; and
WHEREAS, the adopted Five-Year Capital Improvement Project Plan includes $400,000 in funding for the Arizona Street Bike Boulevard project within FY 2025-2026. ; and

Accept $23,000 from Alameda CTC for Arizona Street Bike Boulevard
WHEREAS, Union City will receive the additional $23,000 in funding through the Alameda CTC Project Funding Agreement (PFA) No. A25-0065 for the Union City Arizona Street Bike Boulevard Project, City Project No. 25-55. City Council action is necessary to amend the FY 2025 -2026 Capital Projects Grants Fund budget; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby accepts $23,000 from the Alameda County Transportation Commission via Project Funding Agreement No. A25-0065 and authorizes the use of those funds for the Arizona Street Bike Boulevard Project; and
BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby amends the FY 2025-2026 Capital Projects Grants Fund revenue budget by increasing the revenue projection in Account Number 410-92555-44502 (Capital Projects Grants Fund – Arizona Street Bike Boulevard – Misc. County/Local Grants) by $23,000; and BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby amends the FY 2025-2026 Capital Projects Grants Fund expenditure budget by appropriating $23,000 to Account Number 410-92555-57112 (Capital Projects Grants Fund – Arizona Street Bike Boulevard – Land Improvements); and BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby authorizes the City Manager to sign Alameda CTC PFA No. A25-0056, which awards a grant in the amount of $23,000 to the City for the Arizona Street Bike Boulevard, City Project No. 25-55, in a form approved by the City Attorney.
