Agenda Item No. 4.6
DATE: February 24, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Authorizing the City Manager to Enter into a Consulting Services Agreement with 4LEAF, Inc., for Building Division Support

EXECUTIVE SUMMARY
Staff is requesting the City Council adopt the attached Resolution (Attachment 1) authorizing the City Manager to enter into a consulting services agreement with 4LEAF, Inc. for Building Division support in an amount not to exceed $750,000.

STRATEGIC PLAN ALIGNMENT
Although this agenda item does not align with a specific Strategic Plan goal, approval ensures the Building Division will continue to provide essential services to the community.

BACKGROUND
The Building Division uses third-party consultants to support its operations, including providing technical assistance to ensure applications are processed in a timely manner.

The City also uses consultants to access external professional resources for technical expertise and to conduct complex plan reviews and inspections, while adhering to the Building Division's service timelines.

DISCUSSION
4LEAF, Inc. is an experienced firm that has previously supported the Building Division, including the Neighborhood Preservation Program, across a variety of technical areas.

Staff augmentation in office and field operations, plan checking, and consulting on large, complex permits are all services available within the scope of this contract. See Attachment 1, Exhibit A, for all of the services provided by 4LEAF, Inc. The City has successfully used 4LEAF, Inc. in the past and would like to continue using its expertise on large developments, such as the Station East Residential Mixed-Use/Residential project, through its completion.
