City Council Staff Report Page 1 of 2 February 24, 2026 Staff Report
Agenda Item No. 4.4
DATE: February 24, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Approving Amendments to the City's Classification and Compensation Plan for Unrepresented
Classifications, in Conformance with California Code of Regulations, Title 2, Section 570.5

EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution approving amendments to the City’s Classification and Compensation Plan regarding equity adjustments for unrepresented employees, effective the first full pay period following City Council approval.

STRATEGIC PLAN ALIGNMENT
This action supports Strategy 8 of Goal B, Governance and Organizational Effectiveness, by ensuring salaries are competitive to attract qualified candidates and retain talented staff.

BACKGROUND
The City contracted with Ralph Anderson and Associates to update the previous salary survey, which concluded in November 2025. To align the unrepresented group with the other administrative and service groups (OE3-MEG, OE3-PEG, and SEIU), which previously received equity adjustments, the City recommends applying the same equity adjustment philosophy to the unrepresented group.

DISCUSSION
The City has endeavored to bring market equity to all classifications within the City and has historically used Ralph Anderson and Associates. The Market Equity Survey highlighted the classifications below for equity adjustments.

Agenda Item No. 4.4
City Council Staff Report Page 2 of 2 February 24, 2026 Title Equity Needed:

Administrative Specialist-Confidential 3.2%
City Clerk 1.4%
Economic and Community Development Director 0.8%
Finance Director 0.8%
Public Works Director 0.1%
While the remaining classifications align with the City’s compensation program goals, it is important to note that 80% of the fifteen classifications in this group remain under market.

These market equity adjustments will become effective on March 2, 2026, the first full pay period following City Council approval.

FISCAL IMPACT
The cost associated with the market equity adjustments provided is approximately $13,700 annually. However, no budget action is required as there is sufficient budget in the FY 2025-26 budget.

RECOMMENDATION
Staff recommends that the City Council adopt a resolution approving the amendments to the City’s Classification and Compensation Plan, effective March 2, 2026, the first full pay period following approval by City Council, in conformance with California Code of Regulations, Title 2, Section 570.5.
