1 Project” (“Project”).
Alameda CTC has been the funding agency for the Quarry Lakes Parkway Project for several decades because the Project was identified in a half-cent sales tax measure approved by voters in 1986, 2000, and 2014 to fund major transportation projects in Alameda County. Also, the project is identified in regional transportation plans, including the Metropolitan Transportation Commission’s Plan Bay Area 2050 and Alameda CTC’s Countywide Transportation Plan.
The Quarry Lakes Parkway Project, City Project No. 18-04, is funded with 1986 Measure B funds, 2014 Measure BB funds, and other transportation funds administered by Alameda CTC. The City of Union City has accepted over $9.0 million from the Alameda CTC Project Funding Agreement (PFA) No. A22-0053 for the Final Design of the Quarry Lakes Parkway Project, City Project No. 18-04 (see Exhibit A for City Council Actions regarding the Project Funding for this project).
The Project consists of Quarry Lakes Parkway (QLP) in Union City and the Decoto Road Complete Streets Project in Fremont, which the City of Fremont will implement. Quarry Lakes Parkway in Union City consists of Phase 1: 7th Street Connection, Phase 2:
Gateway Connection, Phase 3: 11th Street Connection, and Phase 4: Grade Separations and Alvarado-Niles Connection. Phase 5: Paseo Padre Parkway and Bike Trail Connection is located in both Union City and Fremont.
Mark Thomas & Company, Inc. (“Consultant”), has been the selected engineering firm since 2022 for the Preliminary Design (35% Design) of Quarry Lakes Parkway, Phases 1-4, and for the Final Design of Quarry Lakes Parkway, Phases 1 and 2 (see Exhibit B for City Council Actions for these Consultant Services Agreements).
On August 12, 2025, the City Council adopted Resolution No. 2025-117, authorizing the City Manager to execute the Fourth Amendment to the Consultant Service Agreement with Mark Thomas & Company, Inc., in the amount of $2,988,000, for total contract amount of $7,989,191, for the Final Design of Phase (Segment) 2 of the Quarry Lakes Parkway (East West Connector), City Project No. 18-04.
The Final Design of Quarry Lakes Parkway, Phase 2, included the definition of the required public right-of-way on the former Caltrans parcels for Quarry Lakes Parkway between Old Alameda Creek and Alvarado-Niles Road and Quarry Lakes Drive between Isherwood Drive in Fremont and Quarry Lakes Parkway.
On October 28, 2025, the City Council adopted Resolution No. 2025-146, authorizing the dedication of City-Owned Land As Right-of-Way, Landscape Easement, and Public Utility Easement (PUE) for Phase (Segment) 2 of the Quarry Lakes Parkway (East West Connector) Project, City Project No. 18-04, and authorizing the City Manager to accept such dedication. The Public Right-of-Way Dedication, Public Utility Easement (PUE), and Landscape Easement Dedication required for the construction of Phase (Segment) 2 of the Quarry Lakes Parkway (East West Connector) Project, City Project No. 18-04, was recorded on January 29, 2026, at the Alameda County Clerk-Recorder’s Office (see Exhibit C and Exhibit D).

1 The Final Design of Quarry Lakes Parkway, Phase 2, also included preparation of the CEQA (California Environmental Quality Act) Addendum of the 2009 East West Connector Environmental Impact Report (EIR) for Quarry Lakes Parkway, Phases 1-4, in Union City, which documents the project changes, reevaluates the environmental impacts and identifies the required mitigation and permits before construction of the project can begin.
The Final Design of Quarry Lakes Parkway, Phase 2, also included completing the overall hydrology, hydraulics, and drainage analysis for Phases 1-4 within Union City and includes the design of the Alameda County Flood Control’s Line M Flood Control Channel realignment next to the Corporation Yard within Quarry Lakes Parkway, Phase 1, as well as the Line M overflow drainage system connecting to the Flood Control Channel, originating in Phase 1, flowing through Phases 3 and 4, and discharging into Old Alameda Creek in Phase 2.
The 65% Plans, Specifications and Engineer’s Estimate (PS&E) for Quarry Lakes Parkway, Phase 1, was submitted to the City, Alameda CTC, Alameda County Flood Control District, Alameda County Water District, Union Sanitary District, PG&E, other utilities, and Caltrans on April 30, 2025; the design was put on hold until the overall hydrology, hydraulics, and drainage analysis for Phases 1-4 within Union City was completed.
DISCUSSION
On February 10, 2026, the City Council adopted Resolution No. 2026-017, accepting $16,728,000 from the Regional Measure 3 Dumbarton Corridor Improvement Program of the Metropolitan Transportation Commission for the Quarry Lakes Parkway Project, City Project No. 18-04, of which $2,578,000 is allocated to the Final Design of Quarry Lakes Parkway, Phase 1 (see Exhibit E for RM3 Allocation Letter).
The Fifth Amendment to the Consulting Services Agreement with Mark Thomas & Company, Inc., in the amount of $2,578,000, will allow them to complete the Final Plans, Specifications and Engineer’s Estimate for Phase 1 of Quarry Lakes Parkway by updating the 65% PS&E, incorporating review comments received from the City, Alameda County Flood Control, the utility companies, and regulatory agencies, (see Exhibit F for Phase 1 Title Sheet ).
The Final Design of Quarry Lakes Parkway, Phase 1, includes the new multimodal roadway from 7th Street to Mission Boulevard, the realignment of the Line M Flood Control Channel to accommodate the new roadway, the reconstruction and relocation of the southern portion of the City’s Corporation Yard security wall, the Line M overflow drainage system, the realignment of 7th Street along the front of the Corporation Yard from Zwissig Way to the new road, the new parking lot next to Drigon Dog Park, and the new Class I multi-use trail along Mission Boulevard connecting Quarry Lakes Parkway to Holly Leaf Lane.
Quarry Lakes Parkway, Phase 1 is located within the properties belonging to the Alameda County Flood Control District for the existing Line M Flood Control Channel, the Cityowned properties for the Corporation Yard, Drigon Dog Park, and the reserved land for Agenda Item No. 5.1
City Council Staff Report Page 4 of 5 March 10, 2026 4
1 the future Quarry Lakes Parkway (East West Connector) and the existing public right-ofway (roadway and utilities) for the existing 7th Street (see Attachment 2 for exhibit of the existing properties).
The proposed alignment of the new roadway will affect and require modifications to properties owned by the Alameda County Flood Control District and the City of Union City for the Corporation Yard. The dog park will not be affected by the new roadway, except that a new public parking lot will be constructed next to it.
Quarry Lakes Parkway, Phase 1, includes the right-of-way engineering to define and finalize the new public right-of-way, the landscape easement, and the public utility easement (PUE) required for Quarry Lakes Parkway, Phase 1, and the realignment of 7th Street (see Attachment 3 of the exhibit of the proposed public right-of-way with the anticipated impacts to the Corporation Yard).
The Consultant and the City will be coordinating with Alameda County Public Works staff on the new right-of-way needed for the new roadway and establishing the Flood Control property for the realignment of the Line M Flood Control Channel, followed by finalizing the design of the Line M Flood Control Channel and the Line M overflow drainage system (along with revising or renewing existing maintenance agreements).
Similar to the Quarry Lakes Parkway, Phase 2, the public right-of-way, the landscape easement, and PUE must be defined and recorded before the utility companies will finalize their relocation plans.
The Final PS&E for Quarry Lakes Parkway, Phase 1, is nearing completion and will be ready for bid in the summer of 2027, with contract award by early Fall 2027, construction anticipated to begin in early 2028, and completion expected by the end of 2029. The estimated construction cost for Quarry Lakes Parkway, Phase 1, is about $36.0 million.
