Agenda Item No. 5.5
DATE: March 24, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adoption of Resolution Forming the Larry Orozco Teen Bike Workshop Ad Hoc Subcommittee and Approving Mayoral
Appointments
EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution forming the Larry Orozco Teen Bike Workshop Ad Hoc Subcommittee (“Subcommittee”), consisting of two Councilmembers. The Subcommittee will support follow-up on the direction provided by the City Council on February 24, 2026, when the Council received the remediation and repair cost analysis for the facility and directed staff to return with a resolution establishing an ad hoc subcommittee to develop a phased funding and implementation plan.
STRATEGIC PLAN ALIGNMENT
The Larry Orozco Teen Bike Workshop was identified during the City Council Strategic Plan retreat on August 23, 2025, as part of Goal D: Environmental Sustainability and Infrastructure.
BACKGROUND
The Larry Orozco Teen Bike Workshop site was formerly the Mohawk Fireball Gas Station, located at 33623 Mission Boulevard, constructed in the 1930s. The gas station was subsequently decommissioned, and the gas pumps and underground storage tanks were removed.
In approximately 1981, the City purchased the property and later established the Youth Employment Program at the site, which was placed under the Leisure Services Department, now known as the Community and Recreation Services Department. Since that time, the site has been continuously used by the City and the community for over 45 years.
On February 24, 2026, the City Council received a report regarding the structural condition, hazardous materials findings, and cost estimate for required remediation and repairs of the Larry Orozco Teen Bike Workshop. A Property Condition Assessment 399 of 403

City Council Staff Report Page 2 of 3 March 24, 2026
Report rated the building as being in “poor to fair” condition, requiring significant investment to continue operations and meet current safety and accessibility standards.
Key findings included:
• Lead-based paint on interior and exterior surfaces, including mural areas • Asbestos-containing roofing mastic
• Full roof replacement
• Window replacement due to rot, leaks, and termite damage • Noncompliance with the Americans with Disabilities Act (ADA), including deficiencies in parking, path of travel, entry, and restroom access • Mechanical, electrical, and plumbing system upgrades
• Lack of adequate information technology infrastructure The City Council also received a preliminary cost estimate for comprehensive renovation and abatement totaling $684,717. This estimate may increase due to inflation and as additional information becomes available through further evaluation and design.
DISCUSSION
Given the extent of required remediation and repairs, the anticipated multi-year funding needs, and the strong community interest in preserving and improving the Larry Orozco Teen Bike Workshop, the City Council expressed an interest in forming an ad hoc subcommittee to support project planning and implementation.
The proposed resolution establishes the Larry Orozco Teen Bike Workshop Ad Hoc Subcommittee (“Subcommittee”), consisting of two Councilmembers to be appointed by the Mayor, subject to City Council approval.
The Subcommittee would serve in an advisory capacity and is intended to:
• Provide focused oversight on a phased abatement and renovation strategy • Support staff in the development of funding approaches and phasing options • Provide guidance on community engagement regarding mural restoration • Ensure ongoing coordination as project costs, schedule, and scope may evolve The Subcommittee will remain in effect until a phased funding and implementation plan is developed and adopted by the City Council, or until March 24, 2027, whichever occurs first.
FISCAL IMPACT
There is no direct fiscal impact associated with the establishment of the Subcommittee.
Any future recommendations developed by the Subcommittee will be presented to the City Council for consideration and potential action.
The current Capital Improvement Plan (CIP) includes $200,000 in Capital Facilities Fee funding programmed for the Larry Orozco Teen Bike Workshop in Fiscal Year 2027– 400 of 403

2028, contingent upon new residential development. Given the limited funding currently identified, full renovation and abatement of the facility will require a multi-year, phased approach and the identification of additional funding sources.
The preliminary cost estimate for phased improvements is summarized below:
Phase Construction Soft Costs Total
1 Lead and asbestos abatement $58,000 $23,490 $81,490
2 Roof and window repair and replacement $85,000 $34,425 $119,425 3 ADA improvements $134,000 $54,270 $188,270
4 All other repairs $210,350 $85,182 $295,532
TOTAL $684,717
The project is expected to span multiple budget cycles due to uncertainty in the timing and availability of development impact fees and potential grant funding. Current projections anticipate initiating Phases 1 and 2 in Fiscal Year 2027–2028, contingent upon receipt of the identified $200,000 in impact fee revenue. Subsequent phases would be scheduled in future fiscal years as additional funding becomes available.
RECOMMENDATION
Staff recommends that the City Council adopt the proposed resolution forming the Larry Orozco Teen Bike Workshop Ad Hoc Subcommittee and approve the Mayor’s appointments to the Subcommittee.
