BACKGROUND
The Quarry Lakes Parkway project connecting Fremont and Union City from Mission Boulevard to I-880 was previously sponsored and managed for decades by Caltrans (where it was known as the Route 84 Corridor) and various Alameda County transportation agencies (where it was known as the East West Connector Project), most Agenda Item No. 3.4

recently by Alameda County Transportation Commission (Alameda CTC). On March 22, 2018, Alameda CTC approved the request from the City of Union City to be the project sponsor of the former East West Connector Project, assuming responsibility for the design, right-of-way certification, and construction, and on February 12, 2019, the City Council adopted Resolution No. 5444-19, which authorized renaming the East West Connector Project to the Quarry Lakes Parkway Project (to reflect the roadway’s updated purpose as a local, multimodal corridor).
To better manage the project, the City divided the project into usable segments or phases that included Phase (Segment) 1: 7th Street Connection (7th Street to Mission Boulevard), Phase (Segment) 2: Gateway Connection (Old Alameda Creek to Alvarado-Niles Road), Phase (Segment) 3: 11th Street Connection (11th Street to 7th Street), Phase (Segment) 4: Alvarado-Niles Road Connection and Grade Separations (BART and Oakland Subdivision) and Phase (Segment) 5: Paseo Padre Parkway and Bike Trail Connection (Paseo Padre Parkway in Fremont to Old Alameda Creek in Union City).
The Quarry Lakes Parkway Project, City Project No. 18-04, is funded with 1986 Measure B funds, 2014 Measure BB funds, and other transportation funds administered by Alameda CTC, and most recently with Regional Measure 3 (RM3) Dumbarton Corridor Improvement Program funds administered by the Metropolitan Transportation Commission (MTC). The City of Union City has accepted over $9.0 million from the Alameda CTC Project Funding Agreement (PFA) No. A22-0053 for the Final Design of the Quarry Lakes Parkway Project, City Project No. 18-04, and over $16.0 million from MTC (see Exhibit A for List of QLP AlaCTC-MTC Funding Actions).
In early 2022, Mark Thomas & Company, Inc., was selected as the civil engineering firm to lead the Final Design of Quarry Lakes Parkway, Phase 1 and Phase 2, City Project No. 18-04, and has managed the redesign effort of the former East West Connector project with a local multimodal four-lane roadway to better adapt to the planned residential landuse, and to meet local “Complete Street” design criterial for this complex transportation project for the past years (See Exhibit B for List of MTCo Agreements Actions).
