WHEREAS, the Union City Police Department has an ongoing need for enhanced surveillance and investigative resources to address criminal activity, including but not limited to narcotics trafficking, vandalism, organized retail theft, violent crime, and criminal apprehension; and
WHEREAS, the Police Department’s current surveillance capabilities rely primarily on stationary license plate reader cameras and direct observation, which are limited by location, staffing, and safety considerations; and
WHEREAS, the Police Department’s existing surveillance vehicle is over twenty years old, contains outdated technology, and is less efficient and reliable than modern systems, and is no longer commonly seen on public roadways, reducing its effectiveness in covert operations; and
WHEREAS, a replacement surveillance vehicle would provide improved operational flexibility, discreet observation, real-time data collection, and rapid deployment in response to public safety needs; and
WHEREAS, mobile covert surveillance is a critical investigative tool that has contributed to the success of numerous investigations, and similar vehicles are utilized by regional law enforcement agencies; and
WHEREAS, the Police Department has identified Crime Point, Inc. as the sole source vendor capable of providing the specific integrated surveillance system required to meet the Department’s operational needs; and
WHEREAS, the total cost of the surveillance vehicle and equipment is estimated at $111,500, and sufficient funds are available in the City’s Asset Forfeiture Fund; and WHEREAS, pursuant to California Health and Safety Code Sections 11469, 11489, and 11495, asset forfeiture funds may be used to support lawful law enforcement operations, including equipment and investigations, provided such funds supplement existing resources and are maintained in a separate, audited account; and WHEREAS, the use of asset forfeiture funds for this purchase will not impact the City’s General Fund, and ongoing costs will be absorbed within the Police Department’s existing operating budget; and
WHEREAS, the surveillance vehicle will be operated in accordance with applicable federal, state, and local laws, as well as Department policies governing data use, retention, and oversight.
