RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
ACCEPTING THE PARKS AND RECREATION MASTER PLAN
COMMUNITY NEEDS ASSESSMENT SUMMARY REPORT
WHEREAS, the City of Union City adopted a five-year Strategic Plan in 2019. On September 26, 2023, City Council adopted the Strategic Plan FY 2019-2020 through FY 2024-2025 Final Update, which served as an opportunity for the Council to review progress and establish priorities for the remaining two years of the Strategic Plan; and WHEREAS, in August 2021, and readopted in September 2023, the City Council included in the Strategic Plan, Goal D. Environmental Sustainability and Infrastructure:
Create a healthy, sustainable community and maintain and improve the City’s infrastructure, and Strategy: Develop a ten-year parks operations, maintenance, and capital improvement plan; and
WHEREAS, the Parks and Recreation Master Plan serves as a comprehensive policy and decision-making guide for planning, programming, and funding of parks, open spaces, and recreation facilities over the next 15 years. It will establish a long-term vision for serving community needs by identifying priorities, recommending improvements, and outlining strategies for implementation; and
WHEREAS, the Parks and Recreation Commission and City staff representing the Community and Recreation Services and Public Works departments, with the guidance and support of Gates Studio, will lead the Parks and Recreation Master Plan planning efforts; and
WHEREAS, the Parks and Recreation Master Plan workplan is comprised of three phases that incorporate a multifaceted approach that includes a robust community outreach and engagement activities, a baseline inventory and assessment of parks and amenities, and a comprehensive needs assessment; and
WHEREAS, in Phase I of the workplan, from August – October 2025, staff and consultants implemented extensive community outreach and engagement activities and assessed parks, facilities, fields, other amenities, and recreation programming utilizing nationally recognized standards, metrics, and best practices in the industry, as well as comparative studies with similar local cities; and
WHEREAS, staff and consultants have completed Phase 1 of the workplan and have developed the Parks and Recreation Master Plan Community Needs Assessment Summary Report that identifies the broad challenges, needs, preferences, and current usage patterns of parks, amenities, and recreation services; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby accepts the Parks and Recreation Master Plan Community Needs Assessment Summary Report.
