RESOLUTION NO. 2026-XXX

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY

FORMING THE LARRY OROZCO TEEN BIKE WORKSHOP AD HOC

SUBCOMMITTEE AND APPROVING MAYORAL APPOINTMENTS
WHEREAS, the City has provided services to Union City youth and the community through the Larry Orozco Teen Bike Workshop, located at 33623 Mission Boulevard, for more than 45 years; and
WHEREAS, on February 24, 2026, the City Council received a comprehensive report on the structural condition, hazardous materials findings, and estimated cost of required remediation and repairs for the Larry Orozco Teen Bike Workshop; and WHEREAS, the remediation and repair cost analysis estimated preliminary total project needs at $684,717, requiring a multi-year, phased approach due to limited available funding and the need to address, among other items, lead and asbestos abatement, roof and window replacement, ADA improvements, and other significant repairs; and
WHEREAS, the City Council recognizes the value of establishing an ad hoc subcommittee to provide focused policy guidance on funding strategies, sequencing of renovation work, community engagement related to mural restoration, and coordination with staff as the project scope evolves; and
WHEREAS, to assist with evaluation and to develop recommendations for City Council consideration, the City Council desires to form the Larry Orozco Teen Bike Workshop Ad Hoc Subcommittee (the “Subcommittee”); and
WHEREAS, the Subcommittee will work with staff to develop next steps, including funding options, community engagement related to mural restoration, and prioritization of phased improvements as identified in the February 24, 2026, and March 24, 2026 staff reports related to this matter.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby establishes the Larry Orozco Teen Bike Workshop Ad Hoc Subcommittee (the “Subcommittee”) consisting of two City Councilmembers; and BE IT FURTHER RESOLVED that the City Council hereby approves the Mayor’s appointment of [INSERT NAME] and [INSERT NAME] to the Subcommittee; and BE IT FURTHER RESOLVED that the Subcommittee shall serve in an advisory capacity to the City Council and shall work with staff to develop recommendations regarding funding strategies, project phasing, and community engagement related to the Larry Orozco Teen Bike Workshop; and
