EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution authorizing the City Manager or their designee to submit an application to the Metropolitan Transportation Commission (MTC) for the allocation of Fiscal Year 2026-2027 Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle Project Funding, in the amount of $155,475, for the Arizona Street Bike Boulevard, City Project No. 25-55

STRATEGIC PLAN ALIGNMENT
This is an efficiency and safety improvement project and is aligned with the following:

Goal D, Strategy 1: Environmental Sustainability and Infrastructure – Continue the buildout of the City’s Bicycle and Pedestrian network with emphasis of closing gaps, addressing safety concerns, and increasing connectivity to the Station District.

BACKGROUND
The MTC’s Transportation Development Act, Article 3 funds are distributed annually to local government agencies for funding local bicycle and pedestrian projects. These TDA Article 3 funds are administered by Alameda County Public Works Agency (ACPWA) and each spring, a series of meetings are held with local agencies to discuss their plans for their yearly distribution. Local agencies decide whether to apply their allocated funds to current, active projects or to roll them over to the next fiscal year. Union City’s annual allocation for FY 2026-2027 is $118,223 with a rollover balance from previous unspent years at $37,252, totaling $155,475. (Exhibit A)

The Metropolitan Transportation Commission (MTC), as the regional transportation planning agency for the San Francisco Bay region, has adopted MTC Resolution No. 4108, Revised, entitled “Transportation Development Act, Article 3, Pedestrian/Bicycle Projects” (“TDA Article 3”), which delineates procedures and criteria for submission of requests for the allocation of funding. MTC Resolution No. 4108, Revised, requires that requests for the allocation of TDA Article 3 funding application be submitted as part of a single, countywide coordinated claim from each county in the San Francisco Bay region, including Alameda County (Exhibit B).

DISCUSSION
On March 16, 2026, ACPWA held a meeting to outline the FY 2026-2027 TDA 3 fund distribution for each Alameda County city. Union City staff indicated to ACPWA that the City would program the current balance of $155,475 to the Arizona Street Bike Boulevard, City Project No. 25-55.

On March 17, 2026, at Union City’s BPAC meeting, staff presented an update on the status and improvements of the Arizona Street Bike Boulevard, City Project No. 25-55, as noted on Exhibit C. The BPAC was both supportive of the plans and of applying the TDA Article 3 funds.

On April 2, 2026, ACPWA held a meeting to distribute the MTC approval timeline along with an outline of requirements prior to funding distribution to each City. The deadline to submit an application is June 5, 2026.

Additional requirements to apply included specific findings (Exhibit D) to ensure local support for the expenditure of these available pedestrian/bicycle funds on a current project and obtain approval of local Bicycle and Pedestrian Committees (BPACs).

FISCAL IMPACT
There are no fiscal implications at this time.
