Staff Report
Agenda Item No. 3.4
DATE: April 28, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Approving an Amendment to the City’s Compensation Plan for Transit Analyst I, and Approving an Amendment to the City’s Classification and Compensation Plan and Salary Schedule in Conformance with California Code of
Regulations, Title 2, Section 570.5

EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution approving an update to the Classification and Compensation Plan for the salary range of the Transit Analyst I position.

STRATEGIC PLAN ALIGNMENT
This item is in alignment with the following City Council priority:

Goal B: Governance and Organization Effectiveness
Strategy 1: Align the provision of critical city services and the implementation of the Strategic Plan with current staffing levels.

BACKGROUND
As part of the review of the Transit Analyst I classification—including an evaluation of job duties, the needs of the Transit Division, alignment within the analyst series, and the Division's overall operations—it was determined that there is a need to minimize salary compaction. To address this compaction, staff recommends increasing the Transit Analyst I salary range by 6%.

DISCUSSION
The proposed update to the Transit Analyst I salary schedule is recommended to better align the classification with the operational needs of the Transit Division, the level of experience and skills required for the role, and the programs and services administered.

This compensation modification was reviewed with consideration of both external market comparisons and the position’s internal alignment within the job series and division Agenda Item No. 3.4

structure.

The City met in good faith with Operating Engineers, Local 3: Professionals’ Employee Group (“OE3 PEG”), as required by law, and has proposed updates to both the classification specifications and the salary schedule for the position as follows:

FISCAL IMPACT
There is no fiscal impact with the recommended action, as funding for these reclassified positions was included in the FY 2025-2026 & FY 2026-2027 Adopted Biennial Budget.

RECOMMENDATION
Staff recommends that the City Council adopt the proposed resolution to approve an amendment to the City’s Compensation Plan for the position of Transit Analyst I, and approve an amendment to the City’s classification and compensation plan and salary schedule in conformance with California Code of Regulations, Title 2, Section 570.5.
