Staff Report
Agenda Item No. 4.2
DATE: April 28, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Conduct a Public Hearing and Adopt a Resolution Approving the Master Fee Schedule

EXECUTIVE SUMMARY
Staff recommends that the City Council conduct a public hearing and adopt a resolution approving the Master Fee Schedule. The Schedule will take effect 60 days following adoption.

STRATEGIC PLAN ALIGNMENT
Goal A: Fiscal Stability and Sustainability
Approval of the Master Fee Schedule supports fiscal stability and sustainability by keeping fees aligned with the cost of providing services. Regular updates help the City address inflationary impacts, recover costs more equitably, and reduce pressure on General Fund resources while maintaining transparency and administrative consistency.

BACKGROUND
The City maintains a consolidated Master Fee Schedule that lists all rates, fees, and service charges. The Schedule is reviewed annually to ensure alignment with the cost of service and inflationary pressures.

Pursuant to Government Code Section 66017(a), any increase to development-related fees, or the establishment of new development fees, becomes effective no sooner than 60 days after adoption.

DISCUSSION
Annual updates to the Master Fee Schedule incorporate:
• Inflationary adjustments based on the February-to-February San Francisco Bay Area CPI for All Urban Consumers, which increased 2.5% for the period used in this update.

Significant changes may include removal of obsolete or duplicative fees, clarifications to existing fee descriptions, and additions required by new regulations or new City services.

FISCAL IMPACT
