RESOLUTION NO. 2026-XXX

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY

AUTHORIZING THE CITY MANAGER TO INCREASE THE BUDGET
APPROPRIATION FROM $111,500 TO $125,000 AND TO EXECUTE AN AGREEMENT WITH CRIME POINT, INC. TO PURCHASE A POLICE

WHEREAS, the Union City Police Department obtained Council approval with the adoption of Resolution 2026-033 on March 24, 2026, to replace the current Police Surveillance Vehicle, and to purchase a new vehicle using asset forfeiture funds; and WHEREAS, the applicable sales tax was unintentionally omitted from the previous staff report and resolution; and
WHEREAS, the Union City Police Department has an ongoing need for enhanced surveillance investigatory resources to address criminal activity, including, but not limited to, narcotics trafficking, vandalism, organized retail theft, violent crime, and criminal apprehension; and
WHEREAS, the Police Department’s current surveillance capabilities rely primarily on stationary license plate reader cameras and direct observation, which are limited by location, manpower, and safety considerations; and
WHEREAS, a replacement surveillance vehicle would provide greater operational flexibility, discreet observation, real-time data collection, and rapid deployment in response to emergent public safety needs; and
WHEREAS, the Police Department’s existing Police Surveillance Vehicle is over twenty years old, contains outdated technology, and is less efficient and reliable than modern surveillance platforms, is no longer commonly seen on public roadways, reducing its effectiveness for operations, whereas a newer model would better blend with contemporary vehicles and enhance operational discretion; and WHEREAS, mobile and covert surveillance has proven to be a critical investigative tool for Union City Police Detectives and has contributed significantly to the success of numerous investigations, and comparable surveillance vehicles are utilized by several contemporary law enforcement agencies in Alameda County; and WHEREAS, the surveillance vehicle will be operated and maintained by the Union City Police Department’s Investigations Unit and Special Services Unit in compliance with all federal, state, and local privacy laws, and department policies; and WHEREAS, the estimated total cost of the surveillance vehicle and equipment is $125,000, including applicable sales tax, and the City has available awarded asset forfeiture funds with a current balance sufficient to cover the proposed purchase; and WHEREAS, pursuant to California Health & Safety Code Sections 11469, 11489, and 11495, asset forfeiture funds may be used to support lawful law enforcement Resolution No. 2026-XXX

operations, including equipment and investigations, provided such funds supplement existing resources and are maintained in a separate, audited account; and WHEREAS, the use of asset forfeiture funds for this purchase will result in no initial impact to the City’s General Fund, and ongoing training, maintenance, and subscription costs are planned within the Police Department’s existing operating budget.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City does hereby authorize the budget appropriation from $111,500 to $125,000 and the City Manager to execute an agreement with Crime Point, Inc. to purchase a Police Surveillance Vehicle using asset forfeiture funds.
