Agenda Item No. 4.10
DATE: May 12, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Authorizing the City Manager to Execute a OneYear Master Program Funding Agreement with Alameda County Transportation Commission for the Remaining 2000 Measure B Direct Local Distribution Funds
EXECUTIVE SUMMARY
The Alameda County Transportation Commission (Alameda CTC) serves as the congestion management agency and transportation authority for the County of Alameda.
It is responsible for planning, programming, and allocating federal, state, regional, and local funding for transportation improvements throughout Alameda County.
As part of their scope, Alameda CTC manages the county’s voter-approved transportation expenditure plans, which include the remaining 2000 Measure B funds. The current funding agreement with Alameda CTC for the distribution of Measure B funds expires June 30, 2026, and a new agreement must be executed for Union City to receive its remaining shares. The new one-year agreement aligns with the prior agreement and authorizes the Alameda CTC to continue allocating the funds for the remaining year.
Therefore, the staff recommends that the City Council adopt a resolution authorizing the City Manager to execute a one-year Master Programs Funding Agreement with the Alameda County Transportation Commission for the Remaining 2000 Measure B Direct Local Distribution Funds.
STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:

agencies, and unincorporated areas. Using these revenues, Alameda CTC leveraged $1.4 billion in local funds to deliver more than $4.1 billion in transportation projects and congestion-relief programs countywide.
Alameda CTC administers Measure B and other voter-approved funds as Direct Local Distributions (DLD), allocating revenues by formula to support bicycle and pedestrian improvements, local streets and roads, transit, and paratransit services.
Measure B revenues were collected from April 1, 2002, through March 31, 2022, and were required to support the projects and programs identified in the 20-Year Transportation Expenditure Plan. Union City authorized participation through Resolution No. 2185-02, establishing its initial funding agreement with the Alameda County Transportation Improvement Authority for these funds.
DISCUSSION
On February 26, 2026, Alameda CTC approved the one-year Measure B Master Programs Funding Agreement (MPFA) that specifies the requirements for the DLD funds, Alameda CTC’s responsibilities, and the requirements for receiving any remaining 2000 Measure B balances, which must be expended from July 1, 2026, to June 30, 2027.
As of Union City’s Audited Financial Statement for the Fiscal Year ending June 30, 2025, the City’s remaining Measure B balance is noted below.
Table A: DLD Program Fund Balance Summary
DLD Program Fund Balance
ACTIA Bicycle and Pedestrian Program $68,961
ACTIA Local Streets and Roads Program $170,534
Total $239,495
These funds are budgeted for our active Capital Improvement Program (CIP) projects and will be expended by June 30, 2027.
FISCAL IMPACT
There will be no fiscal impact on the General Fund.
