EXECUTIVE SUMMARY
This report presents a proposed amendment to the class specification for the position of Lead Construction Inspector. The update is intended to better reflect current operational needs, clarify the technical lead's responsibilities, and ensure internal consistency across the class series. The proposed changes do not substantially alter the fundamental purpose of the position but provide clearer guidance regarding duties, minimum qualifications, and competencies. Staff recommends that the City Council adopt a resolution to approve an update to the class specification of Lead Construction Inspector.
STRATEGIC PLAN ALIGNMENT
This program supports Goal B, Governance and Organization Effectiveness, of the strategic plan by aligning critical city services with current staffing levels.
BACKGROUND
As part of the review of the Lead Construction Inspector class specification, and the needs of the City’s Public Works Department, relative to aligning position functions, experience, and qualifications expectations, staff recommends minor modifications to the classification specification.
DISCUSSION
The proposed changes to the Lead Construction Inspector job description update and clarify the role to match current work practices. The revised version places greater emphasis on the position’s role as a technical lead in the field. This includes giving dayto-day direction, guidance, and support to inspection staff. While the current description mentions indirect supervision, the revised version clarifies that this position does not have full supervisory duties, such as completing employee evaluations or handling disciplinary matters.

The updated duties better describe the work the position is expected to perform. These include coordinating field activities, assisting with contract administration, and improving communication among City staff, contractors, and developers. The new description also adds responsibilities such as reviewing project plans for potential construction issues, leading preconstruction meetings, and ensuring codes and regulations are consistently applied in the field.
The minimum qualifications have also been updated to reflect better the experience required for the job. The new version allows a wider mix of education and experience and places greater emphasis on hands-on inspection work and technical leadership.
Certification requirements have been simplified to match current industry standards.
Overall, these changes make the job description clearer and more accurate. They also strengthen the role of the Lead Construction Inspector as a technical leader and improve how this position fits within the Construction Inspection series. These updates are expected to support better teamwork, clearer roles, and more effective delivery of public works projects.
FISCAL IMPACT
There is no fiscal impact from the proposed changes to the position specification.
