RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY APPROVING THE 2026-2027 COMMUNITY DEVELOPMENT BLOCK
GRANT (CDBG) ANNUAL ACTION PLAN AND AUTHORIZING THE CITY MANAGER TO SUBMIT THE 2026-2027 CDBG ANNUAL ACTION PLAN TO THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT AND TO EXECUTE ALL DOCUMENTS AND
CERTIFICATIONS NECESSARY TO SECURE AND AWARD FUNDING
FOR THE CITY
WHEREAS, the City of Union City receives Community Development Block Grant (“CDBG”) funding on an annual basis from the U.S. Department of Housing and Urban Development (“HUD”), and as part of the requirements to receive this funding, the City must prepare and submit an Annual Action Plan (“Action Plan”) to HUD; and WHEREAS, the Action Plan assesses the City’s housing, community, and economic development needs, identifies available resources, and outlines a strategy for addressing those needs. The Action Plan identifies specific programs and non-profits that will be funded in the upcoming year; and
WHEREAS, the CDBG grant allocation for FY 2026-2027 is expected to be $438,567; and
WHEREAS, the City receives an annual allocation of HOME funding from Alameda County as part of its membership in the Alameda County HOME Consortium, and the HOME allocation for FY 26-27 is expected to be $124,703; and WHEREAS, staff recommends approval of the 2026-2027 CDBG Action Plan, labeled Exhibit A, attached hereto and made a part hereof.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Union City does hereby approve the 2026-2027 CDBG A n n u a l Action Plan, attached hereto as Exhibit A, which is incorporated herein by reference; and BE IT FURTHER RESOLVED that the City Council of the City of Union City does hereby authorize the City Manager, or their designee, to submit the Annual Action Plan to HUD and to execute all documents and certifications necessary to secure and award CDBG and HOME funding for the City.
