First Amendment to the Consulting Services Agreement
between City of Union City and Parametrix, Inc., City Project No. 21-05
Exhibit A
Scope of Services
Introduction
The updated scope of work for the Union City Transit Short-Range Transit Plan (SRTP) is intended to incorporate upcoming guidance from the Metropolitan Transportation Commission (MTC) to comply with Federal Transit Administration (FTA) and Caltrans requirements, and to increase the level of community engagement.
The scope of work is broken into two phases to reflect the work that can be done now to advance the Union City Transit SRTP, and work that can commence when MTC releases final guidance on what transit providers must include in the required Fiscal Year (FY) 2027 SRTP. The guidance is expected in the fall of calendar year 2026.
Phase 1 is expected to be accomplished in the fall 2026 before Phase 2 begins in the fall of 2026.
Because SRTPs are fiscally constrained plans, there is a chance that the outcomes of the Connect Bay Area funding measure in November 2026 could affect the MTC requirements to complete the SRTP. If regional events or changes in SRTP requirements become known later, the scope and budget may need to be amended.
The Parametrix consultant project team is referenced as the “consultant” throughout this document. The terms are interchangeable and used for readability.
Exhibit B: SRTP Budget accompanies this document.
Phase 1: Existing Conditions Report
Task 1 – Project Management
Parametrix will provide overall project management of the consultant contract with Union City Transit. This task will span both Phases 1 and 2.
This task includes the following general management functions:
First Amendment to the Consulting Services Agreement
between City of Union City and Parametrix, Inc., City Project No. 21-05
• Budget and schedule tracking using Parametrix in-house tools to verify that progress is keeping pace with spending.
• Biweekly (every 2 weeks) project team meetings to progress tasks and communicate issues related to the scope of work, budget, and schedule.
Meetings will not be held while the project is paused between project phases. • Monthly progress reports.
Phase 1 project management will close out when the Task 2 Existing Conditions Report is finalized, which is estimated to be between July 2026 and the fall 2027, pending changes to requirements set by MTC.
Deliverables
Deliverables for this task include:
• Agendas for biweekly project check-in calls, manage scheduling calendar. • Monthly progress reports enclosed with invoices.
Task 2 – Background Review and Existing Conditions
Parametrix will finalize the Existing Conditions Report that documents the current operating context and the performance and productivity of the service between FY 2018–2019, to allow for a pre-COVID-19 reference point, and FY 2024–2025.
The Existing Conditions Report will be available for Union City Transit staff to use while MTC guidance develops its requirements for FY 2027 SRTPs. Components of this report will be used in the appropriate sections of the SRTP.
Union City Transit will be responsible for sharing the draft Existing Conditions Report with interested partners in June 2026. After receiving a consolidated set of comments from Union City Transit, Parametrix will review the draft report with the project team in a 1-hour meeting and then modify the document into the final Existing Conditions Report in July 2026.
Deliverables
• One (1) draft Existing Conditions Report.
• One (1) final Existing Conditions Report.
First Amendment to the Consulting Services Agreement
between City of Union City and Parametrix, Inc., City Project No. 21-05
Task 3 – Community Outreach
Based on initial responses received during Phase 1 community outreach, which began in March 2026 and is still active, Union City Transit would like to add additional touchpoints with the community. New community outreach activities conducted between now and when MTC SRTP guidelines are finalized will help the project team develop alternatives that meet the needs of people who live, work, and play in Union City. The Union City Transit team may continue to engage the community over the summer using existing materials, without Parametrix support.
An online community survey is open as of May 2026. In May, Parametrix will collect and analyze the community survey responses and summarize key takeaways from the community survey in the Existing Conditions Report. The survey instrument will be provided as an appendix in the Existing Conditions Report.
Deliverables
• Community survey analysis and summary included in the Existing Conditions Report.
• Survey instrument, as an appendix to the Existing Conditions Report. • Summarize all Phase 1 community outreach efforts conducted by May 2026 in the Existing Conditions Report (Task 2).
Phase 2: Short Range Transit Plan
Task 1 - Project Management
After publication of the Existing Conditions Report in Task 2, the project will pause while MTC guidelines are finalized. Union City Transit is expected to continue outreach efforts at community events over the summer using materials from Phase 1, the Existing Conditions Report, and community outreach materials.
When the project starts up again, which at this time is expected to occur by August 2026, Parametrix will continue to provide overall project management of the consultant contract with Union City Transit. This task includes the following general management functions:
First Amendment to the Consulting Services Agreement

• Budget and schedule tracking using Parametrix in-house tools to verify that progress is keeping pace with spending.
• Biweekly (every 2 weeks) project team meetings to progress tasks and communicate issues related to the scope of work, budget, and schedule.
Meetings will not be held while the project is paused between project phases. • Monthly progress reports.
Assuming a fall 2026 start date for Phase 2, the SRTP is assumed to be finished by the fall of 2027, with an expedited timeline if required by MTC.
Deliverables
Deliverables for this task include the following:
• Agendas for biweekly project check-in calls, manage scheduling calendar. • Monthly progress reports enclosed with invoices.
Task 2 – Background Review and Existing Conditions
In the fall of calendar year 2026, performance, productivity, and financial data are expected to be available for FY 2025–2026. A budget review of revenue and expenditure trends will be documented, and performance measures that were published in the Existing Conditions Report will be updated.
Per expected requirements by MTC, updates to performance, productivity, and actual budgets for FY 2025–2026 will be incorporated into relevant chapters in the SRTP, building on analysis completed during the Existing Conditions Report development. It is assumed that the initial published Existing Conditions Report will not be updated.
Delay of FY 2025 – 2026 data may delay the schedule for the tasks to follow, so the consultant will be ready to expedite the analysis once it is available.
Deliverables
• Analysis and summary of the budget review and updated performance and productivity measures from FY 2025–2026 added to the appropriate chapters of the SRTP.
Task 3 – Community Outreach
The goal of Phase 2 community outreach is to receive feedback on alternative concepts and ideas developed in Task 4 Alternatives Analysis.
First Amendment to the Consulting Services Agreement
between City of Union City and Parametrix, Inc., City Project No. 21-05
Parametrix will develop maps, descriptions of proposed alternatives, up to four (4) boards for in- person events, and lead copy development for the Union City Transit website. The alternatives are based on scenarios required by MTC. Parametrix will also develop copy to be used for social media, press releases, and advertising the ways in which people can be involved in the process. Union City Transit will be responsible for all translation services and printing.
Parametrix will attend up to five (5) in-person events with Union City Transit staff over the course of no more than four (4) days. The consultant and Union City Transit project team will staff a table to engage with the community where transit riders are most likely to be, such as the BART station, senior centers, high school events, Walmart, or other key transfer locations along the highest- ridership Union City Transit Routes 1 and 5.
Union City Transit staff will determine the events and provide tables, table coverings, and any technical support that may be needed at indoor events. Parametrix staff will coordinate with the appropriate contacts to confirm attendance at events, as needed.
To increase participation among people who cannot attend in-person events, Parametrix will develop a GIS web map–style survey asking for feedback on service alternatives. The team will analyze the results and summarize them in the Phase 2 outreach summary, which will be included in the SRTP.
The consultant team will host a virtual interview with MV Transportation staff to learn more about challenges with operations and providing reliable service, and to receive feedback on what they hear from riders. A one-page voluntary survey will also be printed and left for drivers and dispatchers to fill out anonymously, which can be scanned and emailed back to Parametrix for inclusion in the first round of outreach summary.
Based on needs identified during Phase 1 community outreach in March 2026, Parametrix would like to host a set of virtual meetings with nearby local providers, particularly those who provide paratransit or paratransit plus type services. With email introductions facilitated by Union City Transit staff, Parametrix will invite participants and host up to four (4) virtual meetings with a stakeholder group comprised of representatives from Ride-On Tri-City!, East Bay Paratransit, and other agencies or jurisdictions identified by Union City Transit staff. Parametrix will develop agendas and material for the meetings. The primary goal of this group is to confirm operator and First Amendment to the Consulting Services Agreement
between City of Union City and Parametrix, Inc., City Project No. 21-05
funding assumptions and work through possible alternatives that would benefit riders who travel in Union City, Hayward, and Fremont.
When Phase 2 outreach is complete, Parametrix will write a summary of Phase 1 and 2 community outreach in the SRTP.
Deliverables
• Develop content for the Union City Transit website, social media, press releases, and in-person meeting materials. Convene a working group of local providers that will meet in up to four (4) 1-hour virtual meetings. • Develop interview questions and conduct a virtual interview with contracted transit provider MV Transportation.
• Summarize all community outreach efforts from Phase 1 and 2.
Task 4 – Alternatives Analysis
To develop transit service alternatives, Parametrix will incorporate findings from Phase 1 outreach and performance and productivity measures from Union City Transit.
Following MTC requirements, Parametrix will develop two alternatives for each funding scenario requested by MTC. The alternatives will focus on how the allocation of service between fixed-route and microtransit service might be expected to serve riders, including how ADA paratransit riders would be impacted by changes.
Parametrix will start this task by holding a virtual workshop with the Union City Transit project team as part of the alternatives development process. Looking at four alternatives across two scenarios, the team will confirm goals, identify key trade-offs, and make minor modifications in advance of a second round of outreach. If staffing allows, at least one representative from the contracted operator MV Transportation should also attend.
Delays to guidance on the required funding scenarios or financial assumptions or projections from Union City Transit could delay the schedule.
Deliverables
• Brief memorandum outlining up to two alternatives for up to two scenarios, including maps and a description of changes from today’s service.
First Amendment to the Consulting Services Agreement
between City of Union City and Parametrix, Inc., City Project No. 21-05
• Host a virtual workshop with Union City Transit and MV Transportation staff.
Task 5 – Recommendations
Following feedback from Phase 2 community outreach, Parametrix will develop recommendations for the following:
• A service plan which may include changes to span of service, days of the week, fixed-route alignments or frequency of service, or changes to microtransit service. This will also include how paratransit would change. • A capital plan related directly to implementing service recommendations or sustainable transit operations.
• Administrative, marketing, or other elements related to transit agency operations that could improve efficiency or effectiveness of transit service delivery.
•
Recommendations will be fiscally constrained and be directly related to the financial plan, completed in Task 6, Financial Plan. The write-ups for each will also be delivered to Union City Transit as a draft, and will be finalized as part of Task 8 Draft and Final SRTP as iterations and revisions are made while developing the Task 6 Financial Plan and the Task 7 Implementation Plan.
Deliverables
• Draft service plan chapter in the SRTP.
• Draft capital plan recommendations chapter in the SRTP. • Draft chapter in the SRTP identifying other non-service recommendations.
Task 6 – Financial Plan
Parametrix will develop a financial plan that includes a description of funding and expenditures, based on available financial documents for up to two scenarios, as required by MTC. As part of this documentation, a 5-year expenditure forecast will also be developed reflecting costs associated with changes recommended in Task 5. This will be developed in close coordination with the client to determine appropriate assumptions.
Up to two (2) 1-hour virtual workshops will be held to advance this work. The goal of the First Amendment to the Consulting Services Agreement
between City of Union City and Parametrix, Inc., City Project No. 21-05
first workshop will be to confirm the assumptions to be used for the baseline year and future years, and to confirm methodologies and templates to be used for the analysis.
The second 1-hour virtual workshop will be used to review the draft financial plan with Union City Transit staff. After the workshop, Union City Transit will review the financial plan and provide one set of consolidated comments. The consultant will use the comments to create the final financial plan, which will be incorporated as a chapter in the SRTP.
Deliverables
• Two (2) one-hour virtual workshops, led by Parametrix. • One (1) draft financial plan chapter in the SRTP.
• One (1) final Financial Plan chapter in the SRTP.
Task 7 – Implementation Plan
Parametrix will develop an implementation plan outlining how service changes can be implemented over a 5-year period and what capital assets would be required during this time. This plan will identify short-term opportunities for early implementation and establish data tracking and reporting targets to evaluate implemented changes.
For capital purchases, the consultant team will work with the appropriate Union City staff, as directed by Union City Transit project team staff to build on existing plans and confirm procurement and delivery timeline assumptions.
The final draft of this plan will be incorporated into work in Task 8 Draft and Final SRTP, to ensure the Implementation Plan corresponds to the final drafts of the recommendations chapters.
Deliverables
• One (1) draft implementation plan chapter in the SRTP.
Task 8 – Draft and Final SRTP
Parametrix will produce one (1) draft SRTP, in Microsoft Word. It will include content described in Phase 2 Tasks 2 through 7, as described above. After Union City Transit staff review, Parametrix will host a 1-hour virtual work session with staff to review the First Amendment to the Consulting Services Agreement
between City of Union City and Parametrix, Inc., City Project No. 21-05
SRTP together to confirm the approach to finalizing the document before it is presented to the Union City Council. Union City Transit will also be responsible for circulating the draft to any other agencies for review or for information purposes only.
Parametrix will finalize the SRTP after up to two (2) rounds of edits by Union City Transit. The plan can be finalized after the council meeting or before. This document will be available electronically in Word and PDF.
Parametrix will create a draft and final succinct Microsoft PowerPoint presentation for Union City Transit staff to present to the Union City Council for SRTP approval. The presentation will include information about SRTP requirements, the plan development process, and the resulting recommendations and financial plan.
Deliverables
• One (1) draft SRTP.
• One (1) SRTP presentation to Union City Council.
• One (1) final SRTP.
