RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY ALLOCATING APPROPRIATING $4,215 FROM THE RENT
MEDIATION/EVICTION PROTECTION FUND IN FY 2026-2027 TO
SUPPORT ECHO HOUSING AS PART OF THE CDBG PUBLIC SERVICE GRANTS FY 2026-2027 BUDGET AND AUTHORIZING THE CITY
MANAGER, OR THEIR DESIGNEE, TO EXECUTE ALL DOCUMENTS
NECESSARY TO SECURE FUNDING AND AWARD THE PUBLIC
SERVICE GRANTS AND AUTHORIZING AN UPDATE TO THE FY 2026- 2027 CITY BUDGET TO ALIGN WITH THE FY 2026-2027 CDBG
ALLOCATION
WHEREAS, the City allocates Community Development Block Grant (“CDBG”) funds and General Fund monies towards its Public Services Grants process, which allocates funding to social service providers who provide support services to Union City residents; and
WHEREAS, the City is completing its CDBG FY 2026-2027 Annual Action Plan that it will be submitting to the U.S. Department of Housing and Urban Development (“HUD”) and is utilizing this process to also allocate General Fund monies as part of its Public Services Grants process; and
WHEREAS, the City’s FY 2026-2027 CDBG annual allocation was reduced from $474,879 to $438,567, a reduction of $36,312; and
WHEREAS, pursuant to CDBG regulations, the City can only allocate 15% of its CDBG grant plus 15% of any program income earned in the prior year towards service activities, which limits how many public service organizations the City can support with CDBG funding; and
WHEREAS, the reduction of the City’s FY 2026-2027 CDBG allocation has capped available funding for public services awards at $65,785 (i.e., 15% of the annual CDBG allocation for FY 2026-2027), resulting in a shortfall of $4,215 in available CDBG funds for service providers from the prior program year; and
WHEREAS, the City’s adopted FY 2026-2027 Budget authorized the award of $245,000 from the General Fund to various public service providers as part of the City’s Public Services Grants Process for FY 2025-2026 and FY 2026-2027; and WHEREAS, the public service provider Eden Council for Hope and Opportunity (“ECHO”) received a CDBG award in the amount of $10,000 per year; and WHEREAS, the appropriation of $4,215 to account 23442011-54118 [Rent Mediation/Eviction Projection Fund, ECHO Housing Program, Subgrants] for FY 2026- 2027 will allow the ECHO Housing service provider to maintain its original award amount of $10,000 for the final year of the two-year grant cycle; and Resolution No.2026-XXX

WHEREAS, this CDBG grantee will be the only grantee to receive funding from the Eviction & Harassment Protection Program Fund, as all other CDBG grantees were able to maintain the same funding amount for public service from their year one award, despite the reduction in the City’s Annual CDBG allocation; and WHEREAS, staff recommends an appropriation of $4,215 to account 23442011- 54118 [Rent Mediation/Eviction Projection Fund, ECHO Housing Program, Subgrants] in FY 2026-2027 to support ECHO Housing as part of the Public Service Grant process for FY 2026-2027; and
WHEREAS, the City’s current Budget reflects the same yearly CDBG allocation for FY 2025-2026 and FY 2026-2027 as this was the most up-to-date information the City had at the time the budget was adopted in June 2025; and WHEREAS, staff recommends the City Council update the FY 2026-2027 City Budget to align with the FY 2026-2027 CDBG Allocation.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Union City does hereby approve an appropriation of $4,215 from the Rent Mediation/Eviction Projection Fund in FY 2026-2027 to support ECHO Housing.
BE IT FURTHER RESOLVED that the total non-CDBG funds being allocated by the City to support its Public Service Grant Program will be $249,215.
BE IT FURTHER RESOLVED that the City Council of the City of Union City does hereby authorize the City Manager, or their designee, to execute all documents necessary to secure funding and award the public services grants.
BE IT FURTHER RESOLVED that the City Council of the City of Union City does hereby authorize an update to the FY 2026-2027 City Budget to align with the FY 2026- 2027 CDBG Allocation.
