EXECUTIVE SUMMARY
Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to execute the First Amendment to the Consulting Services Agreement with Parametrix, Inc., in the amount of $281,131, for a total contract amount not to exceed $355,941, for development of the Union City Transit Short Range Transit Plan, City Project No. 21-05.

STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:

Goal C, Strategy 9: Economic, Community Development, and Public Safety - Update the short-range transit plan that includes an evaluation of providing services to the business district and the New Haven Unified School District.

Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.

BACKGROUND
The Metropolitan Transportation Commission (MTC) provides Federal Transit Administration (FTA) Section 5303 funding to transit operators to support the development of a Short Range Transit Plan (SRTP). The purpose of the SRTP is to assist agencies with operational and capital planning to meet federal planning requirements related to their respective Regional Transportation Plan (RTP), and it is required to provide a ten (10)-year framework with a focus on finances and service planning.

Agenda Item No. 4.10
City Council Staff Report Page 2 of 3 May 26, 2026
Since the early 1990’s, Union City Transit has prepared a Short-Range Transit Plan approximately every five to six years, and on May 14, 2013, the City Council adopted Resolution No. 4413-13, approving the Union City Transit Short-Range Transit Plan for Fiscal Year 2013 to 2022 (see Exhibit A). The SRTP was scheduled for an update in late 2022, but due to ridership recovery from the COVID pandemic, limited transit funds, and staffing shortages, the plan was delayed.

Union City Transit began developing a comprehensive Short Range Transit Plan in 2025.

On September 30, 2025, the City entered into a limited scope of work with Parametrix, Inc. to provide an analysis of existing conditions for transit service and expenditures. As part of this initial scope, Parametrix will also provide alternatives and recommendations for both service and non-service changes, and establish performance measures and standards to evaluate potential service changes.

Parametrix, Inc., hosted two (2) community meetings in March 2026 with Union City Transit staff and posted an online survey as part of the initial scope of work to establish existing conditions for Union City Transit (see Exhibit B). Parametrix has completed the draft baseline analysis and is consolidating the survey information and community feedback.

Simultaneous to Parametrix work, MTC has been actively revising the SRTP guidelines to align with the potential outcomes of a regional funding ballot measure in November 2026 and expects to have final guidelines available in September 2026. Parametrix, Inc. is aware of the upcoming changes to the SRTP guidelines.

DISCUSSION
Staff is satisfied with the transit knowledge and experience demonstrated by Parametrix, Inc. on their initial scope of work and wishes to expand the scope to complete the SRTP.

The First Amendment to the Consulting Services Agreement with Parametrix, Inc., will allow them to continue the community engagement process, to prepare a draft and subsequent Final Existing Conditions Report, and to prepare a draft and subsequent Final Short Range Transit Report. A draft report is due to MTC in the spring of 2027, with a final report due by fall of 2027. MTC and the larger regional transit operators dictate the timeline for the SRTP.

FISCAL IMPACT
The approved budget for the Union City Transit SRTP, City Project No. 21-05, for Fiscal Year 2025/2026 is $450,000 as identified in the Five-Year Capital Improvement Plan (Page 33 of 134) for Fiscal Years 2025-2026 to 2029-2030. As noted below, staff requests an increase of the budgeted State Gas Tax (Fund 250) by $181,131 due to a shortfall of Transit Funds (Fund 511) as noted below:

Fund 250: State Gas Tax $50,000 $231,131
Fund 260: Measure F (VLF) $50,000 $50,000
Fund 511: Transit $350,000 $74,810 $281,131
Total $450,000 $355,941
There are sufficient funds in the State Gas Tax fund balance to transfer the necessary funds for the Union City Transit Short Range Transit Plan, City Project No. 21-05.

The First Amendment to the Consulting Services Agreement with Parametrix, Inc., in the amount of $281,131, will be funded with $50,000 of Measure F monies (Account Number 260-92105-5715) and $231,131 in State Gas Tax monies (Account Number 250-92105- 57115).

There will be no fiscal impact on the General Fund.

RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution:

1. Authorizing the City Manager to execute the First Amendment to the Consulting Services Agreement with Parametrix, Inc., in the amount of $281,131, for a total contract amount not to exceed $355,941; and
