RESOLUTION NO. 2026-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
APPOINTING INDIVIDUALS TO SERVE ON THE ECONOMIC
DEVELOPMENT ADVISORY TEAM, PARK AND RECREATION
COMMISSION, CLIMATE ACTION PLAN TASK FORCE, AND SENIOR
CITIZENS COMMISSION
WHEREAS, the City of Union City has current vacancies on the Economic Development Advisory Team, Park and Recreation Commission, Climate Action Plan Task Force, and Senior Citizens Commission; and
WHEREAS, California Government Code Section 40605 provides that the Mayor, with the approval of the City Council, shall make all appointments to boards, commissions, and committees unless otherwise specifically provided by statute; and WHEREAS, the City Clerk posted a Notice of Unscheduled Vacancy on May 4, 2026, identifying vacancies on the Economic Development Advisory Team, Climate Action Plan Task Force, and Senior Citizens Commission; and WHEREAS, the Economic Development Advisory Team has a regular at-large member vacancy due to the passing of former member Barry Ferrier; and WHEREAS, Chioma Chuks-Orji currently serves as an alternate at-large member on the Economic Development Advisory Team and has expressed interest in being considered for appointment to the regular at-large member seat; and WHEREAS, the Park and Recreation Commission has a vacant alternate commissioner seat following the City Council’s adoption of Ordinance No. 2026-003, which amended Union City Municipal Code Section 2.21.020 to allow up to three alternates on the Commission; and
WHEREAS, AJ Assef submitted an application and has expressed interest in serving as an alternate commissioner on the Park and Recreation Commission; and WHEREAS, Shirley Rivera submitted an application and has expressed interest in serving as an at-large community member on the Climate Action Plan Task Force; and
WHEREAS, Chris Angelo submitted an application and has expressed interest in serving as an alternate commissioner on the Senior Citizens Commission; and WHEREAS, Mayor Gary Singh recommends the appointment of Chioma ChuksOrji, AJ Assef, Shirley Rivera, and Chris Angelo to the respective advisory bodies, subject to City Council approval.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby approves the Mayor’s appointments as follows:

BE IT FURTHER RESOLVED that the appointment of Chioma Chuks-Orji to the regular at-large member seat on the Economic Development Advisory Team shall vacate her current alternate at-large member seat, and the City Clerk is directed to process the resulting vacancy in accordance with applicable law and City procedures; and
BE IT FURTHER RESOLVED that all appointments shall be effective immediately upon adoption of this resolution.
