STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:
Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.
BACKGROUND
The Public Works Engineering Division periodically requires consulting services to ensure that required tasks and services continue during staffing challenges, excessive workload, or when the work required is specialized and beyond the capacity of staff. In anticipation of these needs, staff initiates a Request for Qualifications (RFQ) process every five years to create a list of qualified on-call consultants from which to issue Requests for Proposal (RFPs) to meet specific project requirements as needed.
On September 8, 2020, the City Council adopted Resolution No. 5649-20, approving a List of Qualified Consultants that was generated from an On-Call Professional Engineering Services Request for Proposal released in July 2020. CSG Consultants, Inc., of Pleasanton, CA, appeared on the List of Qualified Consultants.
On September 22, 2020, the City Council adopted Resolution No. 5665-20, approving a Consulting Services Agreement (C5464) with CSG Consultants, Inc., in the amount of Agenda Item No. 4.5

On June 30, 2023, the City executed the Second Amendment to the Consulting Services Agreement with CSG Consultants, Inc., extending the agreement's term to December 31, 2023.
On August 8, 2023, the City Council adopted Resolution No. 6178-23, approving the Third Amendment to the Consulting Services Agreement with CSG Consultants, Inc., in the amount of $81,120, for a total not-to-exceed contract amount of $395,520.

Subsequently, on July 1, 2025, the City executed the Fifth Amendment to the Consulting Services Agreement with CSG Consultants, Inc. to further extend the term to June 30, 2026.
The Public Works Engineering Division faces both a current staffing shortage and a workload volume that exceeds the capacity to handle in-house. Staff continues to be pleased with the services provided by CSG and requests that their services be retained for another year.
DISCUSSION
For the past few years, the Public Works Engineering Division has experienced a heavy workload that exceeds its capacity to handle in-house.
CSG Consultants, Inc. staff have been instrumental in enabling the Engineering Division to review, coordinate, and approve an ever-increasing volume of Encroachment Permits.
The City requires utility companies and development contractors who construct utility, traffic signal, roadway, or sidewalk improvements within the City’s public right-of-way to obtain an encroachment permit to ensure that proposed improvements meet the City’s design criteria, specifications, and standard details. CSG’s assistance enables the engineering staff to focus on implementing the City’s Capital Improvement Program (CIP), responding to public inquiries, and performing other duties. Below is a table of the past three years of the volume and amount collected for encroachment permits:
PAST 3 YEARS NO. OF PERMITS ISSUED FEES COLLECTED
2023 307 $ 377,801
2024 441 $748,987
2025 491 $ 943,359
TOTAL FEES $ 2,070,147
To date, CSG and the engineering staff have issued 118 permits, have reviewed Agenda Item No. 4.5

4 approximately 170 permits, and have collected about $300,000 in fees.
The Sixth Amendment, for $30,000, will allow CSG to continue providing the City with assistance in processing Encroachment Permits and extend the terms of the agreement to June 30, 2027.
FISCAL IMPACT
The Sixth Amendment to the Consulting Services Agreement with CSG Consultants, Inc., in the amount of $30,000, will be funded with monies available in the General Fund (Account Number 110-33001-54110) as identified in the approved Two-Year Biennial Operating Budget for Fiscal Year 2025-2026 and Fiscal Year 2026-2027.
RECOMMENDATION
Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute the Sixth Amendment to the Consulting Services Agreement with CSG Consultants, Inc., in the amount of $30,000, for a total not-to-exceed contract amount of $425,520, for Municipal Programming.
