STRATEGIC PLAN ALIGNMENT
This action has no alignment with the strategic plan.
BACKGROUND
It is customary for the City of Union City to designate its voting delegate and alternate voting delegate for the Annual Conference of the League of California Cities.
The League of California Cities convenes a General Assembly during the Annual Conference, where member cities may vote on resolutions and other matters that establish League policy. Each member city is entitled to designate one voting delegate and up to two alternate voting delegates.
DISCUSSION
The 2026 League of California Cities Annual Conference and Expo is scheduled for September 23-25, 2026, at the Anaheim Convention Center. The conference includes general sessions, educational workshops, networking opportunities, and an Expo Hall designed to provide city officials and staff with information, resources, and tools to support local government operations.
As a member agency of the League of California Cities, Union City has the opportunity to participate in the General Assembly and vote on resolutions that establish League policy.

4 3
The General Assembly is scheduled for Friday, September 25, 2026.
Under League of California Cities procedures, the City Council must formally designate the City’s voting delegate and any alternate voting delegates by Council action. The voting delegate and alternate voting delegates must also be registered for the conference. To cast the City’s vote, the voting delegate or alternate must be present at the General Assembly and in possession of the City’s voting delegate card and voting tool. The voting delegate card may be transferred only between the designated voting delegate and the designated alternate voting delegates. It may not be transferred to another City official who has not been formally designated by the City Council.
The City’s Council assignments currently identify Councilmember Jeff Wang as the assigned representative to the League of California Cities East Bay Division and Vice Mayor Jaime Patiño as the alternate. Consistent with those assignments, the proposed resolution designates Councilmember Jeff Wang as the City’s voting delegate and Vice Mayor Jaime Patiño as the City’s alternate voting delegate for the 2026 Annual Conference.
Following Council action, the City Clerk’s Office will submit the voting delegate information through the League of California Cities online submission portal before the September 1, 2026, deadline.
FISCAL IMPACT
There is no fiscal impact associated with this action.
RECOMMENDATION
Staff recommends that the City Council adopt a resolution designating Councilmember Jeff Wang as the City of Union City’s voting delegate and Vice Mayor Jaime Patiño as the City’s alternate voting delegate for the League of California Cities Annual Conference and Expo, September 23-25, 2026, in Anaheim.
